        "content": "<p>Minister of Protection for Indonesian Migrant Workers (P2MI)\nMukhtarudin and North Sulawesi (Sulut) Governor Major General TNI (Ret.)\nYulius Selvanus signed a memorandum of understanding (MoU) and\ncooperation agreement (PKS) at the Ministry of Protection for Indonesian\nMigrant Workers (KP2MI) office in South Jakarta on Friday\n(24\/4\/2026).<\/p>\n<p>This step represents a synergy between central and regional\ngovernments to improve the quality of placement and protection for\nIndonesian migrant workers (PMI).<\/p>\n<p>The signing was attended by several officials, including Acting Head\nof the Regional Secretariat (Sekda) of North Sulawesi Province Denny\nMangala, Head of the Communication, Informatics, Public Relations, and\nStatistics Office Zainuddin Saleh Hilimi, and Head of the Education\nOffice Femmy Suluh.<\/p>\n<p>Also present were Acting Head of the Manpower and Transmigration\nOffice Noldy Z Salindeho, Acting Head of the Health Office Rima F\nLolong, KP2MI Secretary General Police Commissioner General (Komjen)\nDwiyono, Director General of Empowerment Muh Fachri, and Director\nGeneral of Protection Rinardi.<\/p>\n<p>Meanwhile, Mukhtarudin was accompanied by KP2MI Secretary General\nPolice Commissioner General (Komjen) Dwiyono, Director General of\nEmpowerment Muh Fachri, and Director General of Protection Rinardi.<\/p>\n<p>The transformation from BP2MI to a ministry enables the institution\nto function as both operator and regulator in accordance with Law Number\n18 of 2017, strengthened by Presidential Regulation of 2024.<\/p>\n<p>\u201cThis cooperation is a concrete implementation of synergy between\ncentral and regional governments. We are committed to providing\ncomprehensive protection, from pre-departure, during work, to\npost-return to the homeland,\u201d said Mukhtarudin in a press release\nreceived by Kompas.com on Saturday (25\/4\/2026).<\/p>\n<p>He added that KP2MI is now promoting the enhancement of worker\ncompetencies from low skill to medium-high skill categories.<\/p>\n<p>The government targets the placement of 500,000 competent workers by\n2029 in strategic sectors, such as caregivers, hospitality, nurses, and\nwelders, through the SMK Go Global programme.<\/p>\n<p>Both parties agreed to enhance human resource capacity through\ntraining so that prospective workers have competencies before working\nabroad. In addition, preventive measures are strengthened to reduce\nnon-procedural departures.<\/p>\n<p>The programme also includes empowering former migrant workers through\neconomic training, including support for families in Sulut to achieve\ngreater financial independence.<\/p>\n<p>Mukhtarudin emphasised that this cooperation is a follow-up to\nPresident Prabowo\u2019s directives on strengthening the protection of\ncitizens abroad.<\/p>\n<p>\u201cIn line with the President\u2019s directives, we will carry out this\nmandate optimally.
