        "content": "<p>MANADO \u2014 Director General of Village Governance (Pemdes) at the\nMinistry of Home Affairs (Kemendagri), La Ode Ahmad P Bolombo,\nemphasised that village boundaries must be resolved promptly. According\nto him, affirming village boundaries is essential for creating legal\ncertainty, targeted development planning, and reducing conflicts between\nvillages.<\/p>\n<p>\u201cAnd to support the effectiveness of village governments, as well as\nserving as a basis for spatial planning at the regency, provincial, and\nnational levels,\u201d he stated during his presentation at the \u2018Kick Off\nMeeting for Village Boundary Affirmation for Integrated Land\nAdministration and Spatial Planning (ILASPP) Government\u2019 in Manado,\nNorth Sulawesi. The event is taking place over three days from 28 to 30\nApril 2026.<\/p>\n<p>In this ILASPP programme, Kemendagri is collaborating with the\nMinistry of ATR\/BPN, BIG, and the World Bank. The programme will run for\nfive years from 2025 to 2029, targeting a total of 5,000 villages. In\nthe first phase, village boundary affirmation will be carried out in\nthree regencies in Sulawesi: Bolaang Mongondow in North Sulawesi, and\nDonggala and Tolitoli in Central Sulawesi.<\/p>\n<p>Village boundary affirmation will be conducted in 457 villages. In\nBolaang Mongondow Regency, it covers all villages, numbering 200. For\nDonggala Regency, there are 154 villages, and for Tolitoli Regency, 103\nvillages.<\/p>\n<p>\u201cThe aim is to enhance the capacity and coordination of local\ngovernments in carrying out the orderly and regulation-compliant\ndetermination of village boundaries. The objective of ILASPP is to\nsupport local governments at the regency\/city level in implementing\nvillage boundary determinations,\u201d he said.<\/p>\n<p>He explained that to date, village boundary affirmation has reached\n14.49%, or 10,909 villages across Indonesia. There are 10 provinces with\nthe highest village boundary achievements: West Java, Central Java,\nSouth Kalimantan, East Java, Banten, West Kalimantan, NTT, Lampung,\nSouth Sumatra, and Aceh.<\/p>\n<p>Meanwhile, the 10 provinces with the lowest village boundary\nachievements are Papua Pegunungan, South Papua, Gorontalo, Southwest\nPapua, Maluku, North Sulawesi, Central Kalimantan, Papua, and Southeast\nSulawesi.<\/p>\n<p>The implementation of village boundary affirmation activities\nincludes a series of stages, such as socialisation at the regency and\nsub-district levels, collection and research of historical and juridical\nvillage boundary documents, tracking stages, and so on.<\/p>",
