TNI organized killings: Report<\/p>\n
SYDNEY, Australia (AFP): A secret report for the Jakarta
\ngovernment indicates the Indonesian military directed the militia
\nviolence against East Timor's independence vote in 1999,
\naccording to a Sydney newspaper Saturday.<\/p>\n
The Sydney Morning Herald reported that the 41-page report by
\nthe Commission of Investigation into Human Rights Violations puts
\nthe blame squarely on the shoulders of then Indonesian Army (TNI)
\nChief Gen. (ret) Wiranto.<\/p>\n
The report, marked \"Secret\" and \"Only for the investigation
\npurposes of the Attorney General's department\", details how the
\nmilitias were trained, paid from government budgets and given
\nmodern firearms, and allowed to use military bases and transport.<\/p>\n
The militias then worked closely with army and police units to
\ntrack down, torture and kill independence supporters, the article
\nstated.<\/p>\n
The Commission of Investigation into Human Rights Violations
\ncompleted the report.<\/p>\n
The report does not include Wiranto on the list of 32 army,
\npolice personnel, civilian officials and militia members listed
\nas suspects in crimes against humanity but it does include former
\nChief of Udayana Military Command Maj. Gen. Adam Damiri and
\nformer Armed Forces Intelligence Body (BIA) Chief Maj. Gen. Zacky
\nAnwar Makarim.<\/p>\n
However, it concludes that the \"whole range\" of wide and
\norganized violations of human rights before and after the ballot
\nwas \"fully known to and realized by the armed forces commander
\nGeneral Wiranto\", who was also in charge of the Indonesian police
\nat the time.<\/p>\n
\"All the crimes against humanity in East Timor, direct or
\nindirect, took place because of the failure of the armed forces
\ncommander to guarantee the security of the implementation of the
\ntwo options proclaimed by the government,\" it says.<\/p>\n
Two days ago a spokesman for the Indonesian Attorney General
\nsaid all crimes committed in East Timor in 1999 and investigated
\nby Indonesia's Human Rights Commission (Komnas Ham) would be
\ntried soon.<\/p>\n
Komnas Ham had investigated crimes carried out before the Aug.
\n30, 1999 vote but President Abdurrahman Wahid issued a decree
\nMonday authorizing the tribunal to hear cases of gross human
\nrights violations that took place in East Timor after the ballot.<\/p>\n
Indonesia has faced heavy criticism from the international
\ncommunity for its failure to prosecute anyone over the army-
\nbacked militia-led orgy of killing, rape, and destruction two
\nyears ago.<\/p>\n
The violence was unleashed in the months before and after a
\nUN-sponsored ballot, which produced a four-to-one vote in favor
\nof independence.<\/p>\n
The United Nations Human Rights commission reported to UN
\nSecretary General Kofi Annan in January last year that hundreds
\nof people were killed and about 250,000 were forced across the
\nborder into West Timor. A recent report to the UN put the number
\nkilled at 2,000.<\/p>",
