        "content": "<p>'TNI not responsible for abuses'<\/p>\n<p>JAKARTA: Former justice minister Muladi said Wednesday that<br>\nlegal military personnel stationed in East Timor before, during<br>\nand after the 1999 referendum were doing their job for the<br>\ncountry and therefore could not be blamed for abuses by militia<br>\nmembers.<\/p>\n<p>\"Military officers, who were just doing their duties, cannot<br>\nbe held responsible for fatalities in East Timor clashes in 1999<br>\nas long as their conduct was in line with standard operating<br>\nprocedures,\" Muladi said when testifying at a human rights trial<br>\nagainst former East Timor military commander Noer Muis.<\/p>\n<p>Noer is one of 18 military and police officers, and civilians<br>\nbrought to trial for gross human rights violations in East Timor<br>\nin 1999.<\/p>\n<p>In a separate hearing, Lt. Col. Hardiono Saroso told the court<br>\nthat Brig. Gen. Tono Suratman, also a former East Timor military<br>\ncommander, had no prior knowledge of the April 17, 1999 rally<br>\norganized by pro-Jakarta militias.<\/p>\n<p>Following the rally, tens of militia members attacked pro-<br>\nindependence supporters taking refuge in the house of pro-<br>\nindependence leader Manuel Carascalao, killing at least 20<br>\npeople, including Carascalao's son. --JP<\/p>",
