JAKARTA \u2013 The Indonesian military (TNI) is targeting the rapid\ncompletion of embankment and sabo dam construction in Tukka District,\nCentral Tapanuli Regency, North Sumatra, as part of efforts to prevent\nrecurring floods that have previously harmed local communities.<\/p>\n
Lieutenant General Richard Tampubolon, Deputy Head of the Sumatera\nPost-Disaster Rehabilitation and Reconstruction Task Force, stated that\nthe project is a priority in the post-disaster rehabilitation and\nreconstruction phase in the Sumatra region.<\/p>\n
\u201cRiver normalisation and progress on embankment and sabo dam\nconstruction as efforts to prevent recurring floods that have previously\nimpacted communities in Tukka District, Central Tapanuli Regency,\u201d\nRichard said in a press statement on Sunday, 1 March 2026.<\/p>\n
To ensure the project proceeds on schedule, Richard, together with\nPublic Works Minister Dody Hanggodo, conducted a direct inspection of\nthe construction site on Thursday, 26 February 2026.<\/p>\n
\u201cThis inspection aims to ensure the acceleration of construction,\nrehabilitation, and recovery of post-disaster infrastructure, including\nthe completion of temporary shelters (huntara) and the readiness of\nbasic services before affected residents move in,\u201d he explained.<\/p>\n
The three-star TNI officer affirmed the TNI\u2019s commitment to\noverseeing all stages of post-disaster management in an integrated\nmanner, from emergency response through rehabilitation and\nreconstruction phases.<\/p>\n
\u201cThe TNI is present alongside all components in the management\nphases, ranging from emergency response, the transition from emergency\nto recovery, to rehabilitation and reconstruction,\u201d he said.<\/p>\n
\u201cThis support includes evacuation of residents, distribution of\nlogistical aid, healthcare services, and recovery of basic\ninfrastructure to accelerate the normalisation of community life,\u201d he\nadded.<\/p>\n
In its implementation, the TNI also coordinates with ministries,\nregional governments, and other stakeholders to strengthen cross-sector\nsynergy so that the recovery process is rapid and sustainable.<\/p>\n
Based on data from the National Disaster Management Agency (BNPB) as\nof 25 February 2026, the number of displaced persons in Aceh Province,\nWest Sumatra, and North Sumatra has significantly decreased from\n2,108,582 people to 11,250 people.<\/p>\n
Of the total 11,250 displaced persons, 10,400 are in Aceh Province\nand 850 are in North Sumatra Province.<\/p>\n
Additionally, five villages in two provinces still require\nrestructuring due to the disaster\u2019s impact: three villages in Aceh and\ntwo villages in North Sumatra. No villages in West Sumatra require\nrestructuring.<\/p>\n
Of the 52 affected districts and cities, 38 areas have returned to\nnormal conditions.
