        "content": "<p>Minister of Home Affairs Muhammad Tito Karnavian conducted the\ngroundbreaking ceremony for the construction of Sekolah Rakyat in Biak\nNumfor Regency, Papua, on Saturday (1\/8). This move represents the\nMinistry of Home Affairs\u2019 commitment to supporting the implementation of\nthe President\u2019s priority programmes.<\/p>\n<p>Tito stated that President Prabowo Subianto holds a deep concern for\nthe underprivileged, which is manifested in the development policy of\nSekolah Rakyat. This policy was born from the President\u2019s concern\nregarding abandoned children. \u201cOne way is by providing them with schools\nso they no longer become beggars like their fathers, or scavengers like\ntheir fathers. They must move up the social ladder, and that is the\nresponsibility of the state,\u201d said Tito.<\/p>\n<p>Sekolah Rakyat falls under the responsibility of the Ministry of\nSocial Affairs (Kemensos). The programme targets abandoned children from\nunderprivileged communities, specifically those in deciles 1 and 2. The\nschools are designed as boarding facilities, with all educational costs\nfully covered by the state. In addition to providing supporting\nfacilities and the best teaching staff, the development of Sekolah\nRakyat is coordinated by the Ministry of Social Affairs. The Ministry of\nHome Affairs has been tasked with coordinating local governments to\nsupport the programme\u2019s implementation, including through the provision\nof land.<\/p>\n<p>Tito acknowledged that not all regions responded immediately to the\nprogramme. In Papua Province, he noted that only a few areas had shown\nreadiness from the beginning. \u201cOne of the proactive ones is the Regent\nof Biak\u2026 If he had not prepared this, it would not have happened. In\nPapua itself, only three have welcomed it: Jayapura, Sarmi, and Biak,\u201d\nhe added.<\/p>\n<p>Tito mentioned that President Prabowo had inaugurated 166 Sekolah\nRakyat simultaneously from Banjarbaru, South Kalimantan, in January\n2026. Following that inauguration, the construction of Sekolah Rakyat\ncontinues to be carried out by the Ministry of Public Works (PU) across\nvarious regions using the same building prototype.<\/p>\n<p>On this occasion, Tito also urged regional heads across the Papua\nregion to support the Sekolah Rakyat programme. According to him, the\nprogramme is a strategic step in expanding educational access while\nproviding opportunities for children from underprivileged families to\nsecure a better future. \u201cI also feel proud to be able to perform the\ngroundbreaking here\u2026 I am grateful and honoured,\u201d he said.<\/p>",
