The Ministry of Energy and Mineral Resources (ESDM) has provided an\nupdate regarding plans to tighten the distribution of subsidised fuel\n(BBM) and Liquefied Petroleum Gas (LPG). Currently, the government is\nrefining population data to identify those entitled to state subsidies\nbased on wealth deciles.<\/p>\n
Minister of Energy and Mineral Resources Bahlil Lahadalia stated that\nsubsidies provided by the state through fuel and LPG must be targeted\naccurately. The refinement of this data is being prioritised by the\ngovernment to ensure that the plan to restrict subsidised fuel and LPG\nusage is implemented effectively.<\/p>\n
\u201cIt is still being exercised because we want the subsidy to be\nprecisely targeted. One way to achieve this is by ensuring our data is\nvalid. We are continuously checking the deciles to ensure that our good\nintentions are not undermined by invalid data during implementation,\u201d he\nsaid when met at the DPR RI Building, Jakarta.<\/p>\n
Plans for Tightening Pertalite Usage<\/p>\n
As previously reported, Minister of Finance Purbaya Yudhi Sadewa and\nMinister of Energy and Mineral Resources Bahlil Lahende have begun\ndeveloping a scheme to limit subsidised fuel, specifically Pertalite.\nThis is being done to ensure that energy subsidies are truly received by\nthose entitled to them.<\/p>\n
During a meeting at the Ministry of Finance on Tuesday, 11 August\n2026, the two discussed the possibility of limiting access to subsidised\nPertalite for high-income groups. One group of particular concern is the\npopulation falling into deciles 9 and 10.<\/p>\n
In economic terms, decile 9 represents the upper-middle class, while\ndecile 10 represents the upper class. However, these restrictions are\nstill in the assessment stage.<\/p>\n
\u201cWe discussed the possibility of implementing Pertalite subsidy\nrestrictions for the upper levels, perhaps deciles 9 and 10, so that in\na few months, we can reduce it gradually,\u201d said Purbaya when met at the\nMinistry of Finance.<\/p>\n
According to Purbaya, the government is currently studying the system\nthat will be used to determine who is entitled to Pertalite subsidies.\nOn the other hand, the authorities have reviewed the system owned by PT\nPertamina (Persero) to support the implementation of targeted\nsubsidies.<\/p>\n
\u201cWe are studying the system; I have also seen that Pertamina\u2019s system\nis quite good and ready for implementation,\u201d he said.<\/p>\n
Although the government is preparing a restriction system, Purbaya\nemphasised that no decision has been made regarding the timing of the\npolicy\u2019s implementation.<\/p>\n
Plans for Tightening LPG<\/p>\n
The Ministry of Energy and Mineral Resources (ESDM) also plans to\ntighten the distribution of 3kg LPG by limiting the groups of people who\ncan purchase subsidised LPG based on welfare deciles.<\/p>\n
The Director General of Oil and Gas at ESDM, Laode Sulaeman, stated\nthat this policy is necessary to ensure the distribution of 3kg LPG is\nmore targeted. The government is currently discussing the application of\nwelfare data or deciles to determine which groups are entitled to LPG\nsubsidies.<\/p>\n
\u201cThat is why we are currently intensifying conversion efforts. The\nclasses of recipients will be regulated to ensure they are more\ntargeted. The deciles will be regulated for LPG, not just for fuel,\u201d\nsaid Laode at the DPR RI building.<\/p>\n
He added that his department will discuss the use of this data with\nthe Central Bureau of Statistics (BPS) and PT Pertamina (Persero). This\ndiscussion is a follow-up to a recent meeting between the Minister of\nEnergy and the Minister of Finance.<\/p>\n
