        "content": "<p>Three-tier transit system proposed for revised plans<\/p>\n<p>JAKARTA (JP): A company planning to build a three-tier transit<br>\nsystem will approach the city administration to try to include<br>\nthe project in the revised urban spatial plan, the company's<br>\nspokesperson said yesterday.<\/p>\n<p>Head of the Citra Group public relations department, M. Fariza<br>\nY. Irawady, said the company would present the plan to the City's<br>\nSpatial Agency tomorrow.<\/p>\n<p>The group set up a joint venture, PT Citramoda Margakencana<br>\nPersada, to build the Rp 6.05 trillion (US$2.58 billion) project<br>\nlast month.<\/p>\n<p>After establishing the company Fariza said, \"...there are<br>\nseveral stages to be done before the project can be included in<br>\nthe revised spatial plan.\"<\/p>\n<p>He was responding to a presentation Friday of the revised<br>\n1985\/2010 spatial plan which did not include the widely<br>\npublicized three-tier transit system.<\/p>\n<p>The system includes an elevated railway with a capacity of<br>\n12,000 passengers an hour, connecting Bintaro in South Jakarta to<br>\ndowntown Kota, West Jakarta.<\/p>\n<p>The company consists of PT Citra Lamtoro Gung Persada -- owned<br>\nby Siti Hardiyanti Rukmana -- state railway company Perumka and<br>\nthe state-owned highway corporation PT Jasa Marga.<\/p>\n<p>Fariza said the company was aware of regulations that the<br>\nproject should be included in the revised spatial plans before it<br>\ncould start construction.<\/p>\n<p>The new spatial plans have to be approved by Governor Surjadi<br>\nSoedirdja, City Council Speaker M.H. Ritonga and Minister of Home<br>\nAffairs Moch. Yogie S.M.<\/p>\n<p>Fariza said the three-tier transit system would be built<br>\naccording to the initial schedule in December this year.<br>\nConstruction work is due to start in Bintaro, South Jakarta.<\/p>\n<p>Councilor Lukman F. Mokoginta of Commission D in charge of<br>\ndevelopment affairs had said revision of the spatial plans would<br>\ntake a long time. The city would have to take various<br>\nconsiderations into account including the project's effect on its<br>\nsurroundings, he said.<\/p>\n<p>Lukman also blamed city administration for not including the<br>\nproject in the revised plans if it considered the proposal<br>\nimportant to the city.<\/p>\n<p>Fariza said the company was now presenting the project to<br>\nprospective banks.<\/p>\n<p>\"The (banks) will be announced soon after their involvement in<br>\nthe project is confirmed,\" he said.<\/p>\n<p>The city's assistant secretary on economic and development<br>\naffairs, Prawoto S. Danoemihardjo, said earlier that a team had<br>\nbeen set up to handle land appropriation for the project.<\/p>\n<p>Land appropriation for the project was expected to be<br>\ncompleted in July while the project would be completed by 2001,<br>\nhe said.<\/p>\n<p>Prawoto said the amount to be paid for land compensation has<br>\nnot yet been determined, but it would likely be based on the<br>\ncity-set land value in the area.<\/p>\n<p>Meanwhile, head of the North Jakarta Reclamation<br>\nImplementation Board M. Sidharta said the project was ready to<br>\nsupport the area's rapid growth as anticipated in the revised<br>\nspatial plan.<\/p>\n<p>\"We have completed the project's detailed plan including<br>\nconstruction and reclamation stages,\" Sidharta said yesterday.<\/p>\n<p>He said the board was still completing the project's regional<br>\nenvironmental impact study.<\/p>\n<p>The plan consists of business, residential, recreational and<br>\ntourist attractions stretching 32 kilometers along the Jakarta<br>\nBay, from Pluit in the west to Cilincing in the east.
