Three-tier transit design needs modifying<\/p>\n
JAKARTA (JP): City authorities have urged the company
\nearmarked to develop a proposed three-tier transit system to
\nmodify the design to make more efficient use of the available
\nland.<\/p>\n
PT Citramoda Margakencana Persada project officer Budisantoso
\nJoewono, said one of the things the city wanted was the addition
\nof light rail tracks next to the planned toll roads.<\/p>\n
Budisantoso was speaking at the city's Spatial Plans Agency
\nafter he made a last-minute presentation Wednesday in support of
\nthe project.<\/p>\n
Last Friday the city announced the three-tier transit system,
\nwhich includes an elevated railway and toll road, had not been
\nincluded in the revised spatial plan because the developers had
\nnot submitted a detailed proposal.<\/p>\n
Another proposal not included was the Manggarai integrated
\ntransport project. Both are being advanced by separate
\nconsortia led by businesswoman Siti Hardiyanti Rukmana.<\/p>\n
Budisantoso said Wednesday's presentation was aimed at getting
\nthe three-tier project included in the revised plan.<\/p>\n
\"We're going to submit more detailed documents on the project
\nto the administration,\" he said.<\/p>\n
Governor Surjadi Soedirdja said Tuesday that land use and
\npreservation of the city's green areas should be considered when
\ndetermining whether transport projects should be included in the
\nrevised spatial plans.<\/p>\n
Surjadi said it was still possible to include them, but it
\nwould be a lengthy process to do so.<\/p>\n
\"The (Friday) presentation was part of the evaluation of the
\nrevised spatial plan,\" he said.<\/p>\n
Besides land use and the environment, the city's policy on
\nhigh-rise development should also be heeded, the governor said.<\/p>\n
The previous urban spatial plan was from 1985 to 2005, while
\nthe revised one is from 1985 to 2010. Revision was considered
\nnecessary in order to meet Jakarta's changing development needs.<\/p>\n
Surjadi said further evaluations would also take into account
\nsuggestions from the public and experts.<\/p>\n
He said that because the two plans were infrastructure
\nprojects their inclusion would not necessitate much change in the
\nrevised plans.<\/p>\n
Budisantoso said the company would minimize land
\nappropriation.<\/p>\n
\"The first phase, which is from Pondok Ranji to Kebayoran Lama
\nin South Jakarta, will be built on land belonging to the state-
\nowned railway company Perumka and will be completed within two-
\nand-a-half years,\" he said.<\/p>\n
He said construction work was due to start in December.<\/p>\n
The project, in which he said around 30 banks had shown an
\ninterest, was expected to be completed by 2001.<\/p>\n
He said land appropriation would only be necessary for the
\nlight railroad's stations.<\/p>\n
The Indonesian Consumers Foundation has called for the
\npublication of the revised spatial plans, on the grounds that
\npeople had the right to know whether their property would be
\naffected by the planned projects.<\/p>\n
On Tuesday its executive director, Zumrotin K. Soesilo, urged
\nthe city to be consistent in implementing the spatial plans. \"The
\npublic doesn't feel secure if spatial plans can be changed
\neasily,\" he said.<\/p>\n
The city, she said, should not allow itself to be pressured by
\nthose with political or economic clout.<\/p>\n
\"Projects which cannot be included in the spatial plans should
\nnot be issued construction permits,\" Zumrotin said. (ste)<\/p>",
