The DKI Jakarta Inspectorate has investigated three officials from Kalisari sub-district for negligence in supervising Public Infrastructure and Facilities Handling Officers (PPSU) who used AI-generated images to falsely report resolving a citizen complaint about illegal parking. In response, the East Jakarta City Government has temporarily suspended the Kalisari Ward Head, Siti Nurhasanah, while the investigation continues, and issued a first warning to the involved PPSU officer. This incident highlights the risks of AI misuse in government services, prompting commitments to enhance oversight, training, and digital response mechanisms to ensure transparency and accuracy.

Jakarta (ANTARA) - The DKI Jakarta Inspectorate has examined three
officials following findings of negligence in overseeing Public
Infrastructure and Facilities Handling Officers (PPSU) in Kalisari,
Pasar Rebo, who used artificial intelligence (AI)-based photos to
respond to public complaints about illegal parking.

“Based on the results of the DKI Jakarta Inspectorate’s examination,
the three were deemed negligent in controlling and supervising PPSU
tasked with handling public complaints,” said East Jakarta Mayor
Munjirin when contacted by ANTARA in Jakarta on Wednesday.

The three officials in the Kalisari Ward environment who were
examined are the Kalisari Ward Head, the Head of the Economy and
Development Section (Kasi Ekbang), and the Head of the Government
Section.

As a form of administrative accountability, the East Jakarta City
Government has taken firm action by deactivating the Kalisari Ward Head
from her position.

The deactivation of Kalisari Ward Head Siti Nurhasanah was temporary
until the further examination process is completed.

“The deactivation letter has been handed over by the Pasar Rebo
District Head to the individual concerned. Her status is inactive until
the further examination results are finalised,” Munjirin stated.

The use of AI-based photos that do not reflect real conditions is
considered to damage public trust in the government’s complaint
system.

Going forward, the East Jakarta City Government is committed to
strengthening tiered supervision and enhancing guidance for PPSU
officers.

In addition, an evaluation of the digital complaint response
mechanism will be conducted to ensure every report is followed up
accurately and transparently.

Meanwhile, the Public Infrastructure and Facilities Handling Officer
(PPSU) in Kalisari, Pasar Rebo, East Jakarta (Jaktim), has been issued a
first warning letter (SP1) after uploading an artificial intelligence
(AI)-generated photo in the Jakarta Kini (JAKI) application report
related to handling illegal parking.

“The officer in question has been given an SP1 by the Kalisari Ward
Head, as PPSU falls under the ward head’s responsibility, and the
individual concerned has made a statement that they will not repeat the
action,” Munjirin said.

This sanction is a firm step against a PPSU officer who went viral
and drew public attention.

“We apologise profusely for this incident. It serves as a lesson for
us to ensure it does not happen again in the future,” Siti said when
contacted separately.

This case stemmed from a resident’s report regarding illegal parking
on Jalan Damai, submitted through the JAKI application. The report was
then followed up by PPSU officers in the field.

However, in the feedback reporting process on the application, the
officer instead uploaded an AI-generated photo depicting as if the
conditions at the location were orderly and no vehicles were parked
haphazardly on the road body.

The action went viral on social media uploads showing a PPSU officer
using AI technology to respond to a resident’s report on illegal parking
on Jalan Damai, Kalisari Ward, Pasar Rebo District, East Jakarta.

In the upload, the PPSU officer wearing an orange uniform was seen
handling the situation at the location.

However, after AI-based processing, the visual appearance of the
officer changed, including differences in clothing attributes and the
disappearance of several vehicles in the processed image.

Netizens viewed this action as a form of data manipulation that does
not reflect the actual field conditions.
",
