        "content": "<p>Three officials within the Karangasem Regency Government have\nreceived promotions, while two others have been transferred to new\nassignments by the Regent of Karangasem, I Gusti Putu Parwata (Gus\nPar).<\/p>\n<p>The officials were inaugurated by Gus Par at the Wantilan of the\nKarangasem Regent\u2019s Office on Monday (29\/06\/2026). In addition to\nhigh-level leadership positions, Gus Par also inaugurated supervisory\nand functional officials.<\/p>\n<p>Gus Par stated that there are no longer any vacancies for heads of\nregional organisational units (OPD) following the inauguration. \u201cI hope\nthey can adapt quickly and always possess the innovation required to\nimprove services to the community,\u201d Gus Par expressed.<\/p>\n<p>He explained that the mutation and rotation of positions are part of\nan organisational refreshment intended to build a governance system\noriented towards public service, rather than merely performing\nadministrative functions.<\/p>\n<p>\u201cPolicies and programmes must side with the community through\nservices that are easy, affordable, fast, humanist, inclusive, and truly\nbeneficial,\u201d said Gus Per.<\/p>\n<p>Gus Par emphasised that the three promoted officials underwent an\nopen selection process as part of the implementation of the merit system\nin civil servant (ASN) management. This process involved a professional\nand independent selection committee and was supervised by the\nOmbudsman.<\/p>\n<p>Gus Par also urged the officials to establish democratic and humanist\nleadership to create a harmonious, productive, and dedicated working\nenvironment. He noted that collaboration with all stakeholders is key to\nenhancing government performance.<\/p>\n<p>\u201cI also emphasise to the inaugurated officials that, in addition to\ndeveloping innovation, they must utilise technology and digitalisation\nto generate new, creative, and solution-oriented ideas, serving as role\nmodels in discipline and producing more optimal performance,\u201d said Gus\nPar.<\/p>\n<p>Furthermore, Gus Par reminded all civil servants not to neglect\nadministrative and financial management aspects.
