The Head of the Surabaya Embarkation Hajj Organising Committee\n(PPIH), As\u2019adul Anam, stated in Surabaya on Thursday (11\/6) that this\npolicy is granted to pilgrims with special conditions, particularly\nthose related to health issues, provided there are vacant seats in the\nreturning flight group. \u201cThese vacant seats are filled by pilgrims from\nother groups who are using the tanazul scheme.
