        "content": "<p>Medan (ANTARA) \u2013 The North Sumatra High Prosecutor\u2019s Office has\ndetained three former Heads of the Belawan Main Port Authority and\nHarbour Master\u2019s Office (KSOP), who are suspects in a case of alleged\ncorruption involving non-tax state revenue (PNBP) from port and\nnavigation services in 2023\u20132024.<\/p>\n<p>\u201cThe three suspects have been detained at the Class I Medan Detention\nCentre for the next 20 days for the purposes of the investigation,\u201d said\nthe Head of the Legal Information Section of the North Sumatra\nProsecutor\u2019s Office, Rizaldi, in Medan on Tuesday.<\/p>\n<p>The three former Heads of the Belawan Main Port Authority and Harbour\nMaster\u2019s Office, who have been named as suspects, are WH, SHS, and\nMLA.<\/p>\n<p>\u201cThey were detained after the Special Crimes Investigation team of\nthe North Sumatra Prosecutor\u2019s Office named all three as suspects,\u201d he\nsaid.<\/p>\n<p>He said that the investigation team appealed to all parties involved\nor suspected of being involved in the alleged corruption case to be\ncooperative and not obstruct the investigation process.<\/p>\n<p>\u201cCurrently, the investigation team is continuing to work to complete\nthe investigation process. If any involvement of other parties is found,\nstrict action will be taken in accordance with applicable legal\nregulations,\u201d he said.<\/p>\n<p>The Head of the Special Crimes Investigation Section of the North\nSumatra Prosecutor\u2019s Office, Arif Kadarman, added that the designation\nof the three former Heads of the KSOP as suspects was carried out after\ninvestigators found at least two pieces of sufficient evidence.<\/p>\n<p>He explained that the implementation of the obligation to use\npilotage and towing services is the authority of the port authority.<\/p>\n<p>\u201cIf the port authority or port operating unit has not provided\npilotage and towing services in the mandatory pilotage area and the\nextraordinary pilotage area, then these services can be delegated to a\nport business entity that meets the requirements as stipulated in\nArticle 30 of Minister of Transportation Regulation Number PM 57 of 2015\nconcerning Pilotage and Towing,\u201d he said.<\/p>\n<p>For the Belawan area, Arif said, the authority to use pilotage and\ntowing services has been delegated to PT Pelindo Regional 1 Belawan.<\/p>\n<p>He added that ships that are required to use pilotage and towing\nservices in the mandatory pilotage area are ships with a gross tonnage\nof over 500 GT.<\/p>\n<p>Based on data from the Sailing Permit (SPB) issued during the period\nfrom 2023 to 2024, it was found that ships with a gross tonnage of over\n500 GT entered the mandatory pilotage area in the Port of Belawan, but\nwere not included in the reconciliation data prepared and signed by the\nsuspects during their respective terms of office.<\/p>\n<p>\u201cDuring their terms, each of the suspects was the head of the KSOP,\nwho was required to control and lead the arrangement and data collection\nas intended,\u201d he said.<\/p>\n<p>As a result of these actions, the suspects are suspected of causing\nfinancial losses to the state from the PNBP sector amounting to billions\nof rupiah.<\/p>\n<p>\u201cThe suspects are charged with Article 2 paragraph (1) subsidiary of\nArticle 3 in conjunction with Article 18 of Law Number 20 of 2001\nconcerning the Eradication of Criminal Acts of Corruption, as well as\nArticles 603 and 604 in conjunction with Article 20 of Law Number 1 of\n2023 concerning the Criminal Code,\u201d he said.<\/p>",
