Three engineers on trial for plagiarism<\/p>\n
JAKARTA (JP): Three engineers and an employee of a private
\ncompany went on trial here yesterday for plagiarizing a hydraulic
\nanalysis for the reclamation of the capital's northern coastline.<\/p>\n
Public prosecutor Mawardi told the South Jakarta District
\nCourt that Achmadi Sulaiman, Bambang Widyarno, Zainal Amin and
\nAde Abednego had plagiarized the \"Hydraulic Analysis for the
\nReclamation Plan of the Northern Coastline of Jakarta\" compiled
\nby PT Sac Nusantara.<\/p>\n
Judge Sutrisno presided over the trial session.<\/p>\n
\"The defendants have violated Article 44 of Property Rights
\nLaw Number 7 issued in 1987, as well as Article 55 of the
\nCriminal Code,\" Mawardi said.<\/p>\n
The maximum sentence for the violations is seven years
\nimprisonment and a Rp 100 million fine.<\/p>\n
Mawardi said that the four defendants committed the crime in
\nMarch last year with three other suspects, identified as Aswin
\nOsantana, Hadi Rianto and Sigit Siswantono. The three men are
\nbeing tried in the Central Jakarta District Court on similar
\ncharges.<\/p>\n
The prosecutor explained that Aswin Osantana, Director of PT
\nKharisma Wira Perkasa, needed a hydraulic analysis for a project
\nproposal on the reclamation of the northern coastline of Jakarta
\nto submit to the city administration.<\/p>\n
City administration has started to reclaim the northern
\ncoastline of Jakarta to obtain a total of 2,700 hectares of land.
\nThe reclaimed land will be used for residential and business
\npurposes.<\/p>\n
Aswin asked Sigit Siswanto to steal the hydraulic analysis
\ndone by PT Sac Nusantara from the city office's file, the
\nprosecutor charged. PT Sac Nusantara had previously submitted a
\nreclamation project proposal, including a hydraulic analysis, to
\nthe city administration.<\/p>\n
After obtaining the hydraulic analysis Aswin asked Ade
\nAbednego to look for engineers to copy it.<\/p>\n
\"Aswin told Abednego to copy the hydraulic analysis of PT Sac
\nNusantara,\" the prosecutor said. He added that Aswin gave PT Sac
\nNusantara's hydraulic analysis, reference discs, books on
\nhydraulics and a fraudulent report on a reclamation plan made by
\nthe Bandung-based Center of Water Research and Development.<\/p>\n
Abednego then made a deal with Achmadi, Bambang and Zaenal to
\nmake copy of hydraulic analysis and changed the cover for the
\nreport.<\/p>\n
PT Kharisma Wira Perkasa used the resulting hydraulic analysis
\nreport in its project proposal for reclamation of the northern
\ncoastline of Jakarta, which it submitted to the municipal
\nadministration and related agencies.<\/p>\n
The fraud was disclosed when the director of PT Sac Nusantara,
\nRudy M.G. Schuld, reported to the City Prosecutors' Office that
\nhe suspected that his firm's report had been plagiarized.<\/p>\n
PT Sac Nusantara registered \"The Hydraulic Analysis for the
\nReclamation Plan of the Northern Coastline of Jakarta\" with the
\nMinistry of Justice's Directorate of Property Rights, Patents,
\nand Trademarks, under Number 013246, on May 3, 1995. (29)<\/p>",
