        "content": "<p>Three defendants in the criminal corruption case concerning the\nrehabilitation package of the Wae Kaca irrigation network in Watu\nRambung Village, South Lembor Subdistrict, West Manggarai, East Nusa\nTenggara (NTT), have been demanded sentences of one year and five\nmonths\u2019 imprisonment, equivalent to 17 months, along with fines of Rp 50\nmillion each.<\/p>\n<p>The demands were read out by the public prosecutor (JPU) during a\nhearing at the Kupang Corruption Court (Tipikor) on Tuesday\n(7\/4\/2026).<\/p>\n<p>\u201cIndeed, the demands against the three defendants are the same: one\nyear and five months\u2019 imprisonment and a fine of Rp 50 million,\u201d stated\nthe Head of the Intelligence Section (Kasi) of the West Manggarai\nDistrict Prosecutor\u2019s Office, Ngurah Agung Asteka Pradewa Artha, in his\nremarks on Tuesday night (7\/4\/2026).<\/p>\n<p>The three defendants are Stefanus Egidius Syukur, who served as the\nproject committing officer (PPK) for the irrigation project carried out\nin 2021. Stefanus is a civil servant (ASN) at the West Manggarai Regency\nPublic Works, Spatial Planning, Housing, and Settlement Area Office.<\/p>\n<p>The other two defendants are Fidelis Suhardi and Irwan Ardana.\nFidelis is the Director of CV Duta Teknik Mandiri, the contractor\nexecuting the irrigation project. Meanwhile, Irwan is the Director of PT\nDwipa Mitra Konsultan, the supervisory consultant.<\/p>\n<p>In addition to the prison sentences and fines, two defendants,\nStefanus and Fidelis, have also been demanded to pay restitution for\nstate losses in different amounts. There is no demand for restitution\npayment against Irwan.<\/p>\n<p>Agung stated that the JPU demands Stefanus pay restitution of more\nthan Rp 40 million. Meanwhile, Fidelis is demanded to pay restitution of\nmore than Rp 420 million.<\/p>\n<p>In the demands, the JPU states that the three defendants have been\nproven guilty legally and convincingly of committing the criminal act\njointly with the intent to benefit themselves or others or a corporation\nby abusing authority, opportunities, or means available due to their\npositions, which harms the state\u2019s finances or economy.<\/p>\n<p>This is regulated and punishable under Article 3 in conjunction with\nArticle 18 of Law No.\u00a031 of 1999 on the Eradication of Corruption as\namended by Law No.\u00a020 of 2001 on Amendments to Law No.\u00a031 of 1999 on the\nEradication of Corruption in conjunction with Article 20 letter c of Law\nNo.\u00a01 of 2023 on the Criminal Code as stated in the first alternative\nindictment subsidiary.<\/p>\n<p>The budget allocation for the Wae Kaca irrigation network\nrehabilitation project was more than Rp 802 million. The project funds\ncame from the 2021 West Manggarai Regency Regional Revenue and\nExpenditure Budget (APBD).<\/p>\n<p>The value of state financial losses from this alleged corruption\noffence amounts to more than Rp 460 million. The modus operandi involved\nreducing the volume of work.<\/p>",
