Dozens of regions in Central Java have been experiencing fiscal\ndifficulties to the point of being unable to pay Government Employees\nwith Work Agreements (PPPK). However, they can now breathe a little\neasier after receiving an injection of General Allocation Funds (DAU)\nand Revenue Sharing Funds (DBH) from the central government totalling\nRp268 billion.<\/p>\n
Media Indonesia monitoring on Thursday (20\/8) found that 18 regional\ngovernments in Central Java were struggling to meet PPPK salary needs\ndue to fiscal difficulties following cuts to Regional Transfer Funds\n(TKD) from the central government. Various efforts were made to ensure\nthat employee payroll could continue.<\/p>\n
Amid the panic, the dozen or so regencies and cities experiencing\nfiscal difficulties can now breathe a little easier, after the central\ngovernment disbursed additional DAU of Rp184 billion and DBH of Rp83\nbillion, bringing the total to Rp268 billion that can be used to meet\nPPPK salary needs.<\/p>\n
\u201cNot all regions received the DAU and DBH, but at least 18 regions in\nCentral Java received a share,\u201d said Dwianto Priyongroho, Head of the\nCentral Java Provincial Regional Financial and Asset Management Agency\n(BPKAD).<\/p>\n
The disbursement, Dwianto continued, is the realisation of regional\ngovernment aspirations facing obstacles in meeting employee salary\npayments, following the issuance of Finance Minister Decree (KMK) 198\ndated 5 August 2026 to finance salary and allowance needs across all\nregional governments.<\/p>\n
There are 16 regions that received under-disbursed DBH, Dwianto\nPriyongroho revealed, namely Brebes, Kebumen, Pemalang, Banjarnegara,\nSragen, Blora, Purbalingga, Pati, Tegal, Wonogiri, Pekalongan,\nKaranganyar, Wonosobo, Tegal, Temanggung, and Rembang.<\/p>\n
According to Dwianto Priyongroho, the Central Java Provincial\nGovernment had previously written to the Ministry of Finance and the\nMinistry of Home Affairs regarding the position of employee spending in\n35 regencies, cities and the province. The majority of employee spending\nin the regions is for basic public services, especially education and\nhealth personnel.<\/p>\n
Dwianto continued that employee spending budgets in most regency and\ncity governments have already exceeded 30 per cent, even though under\nLaw Number 1 of 2022 on Financial Relations between the Central\nGovernment and Regional Governments (HKPD), employee spending should be\na maximum of 30 per cent of the regional budget (APBD).<\/p>\n
\u201cAs a result, the fiscal condition of regional governments is\nincreasingly under pressure, especially with the cuts to Regional\nTransfer Funds (TKD) averaging 30 per cent,\u201d he added.<\/p>\n
Meanwhile, Central Java Deputy Governor Taj Yasin Maimoen strongly\nwelcomed the policy of making PPPK teachers central government\nemployees, as this would ease the financial burden on regional and\nprovincial governments.<\/p>\n
The policy, according to Taj Yasin Maimoen, was previously pushed\nthrough input provided by regional and provincial heads. Nevertheless,\nhe could not yet confirm when the policy would be implemented, because\nthe number of PPPK teachers to be borne by the central government is\nvery large.<\/p>\n
\u201cWe are still waiting for technical guidance from the Ministry of\nHome Affairs, both regarding the number of PPPK teachers and the PPPK\nyear proposed,\u201d said Taj Yasin Maimoen.<\/p>\n
