        "content": "<p>The Surabaya City Government (Pemkot) has suspended civil registry\nservices for thousands of ex-husbands in Surabaya who have not fulfilled\ntheir alimony obligations after being divorced by the religious\ncourt.<\/p>\n<p>Head of the Surabaya Civil Registry and Population Records Office\n(Dispendukcapil), Eddy Christijanto, stated that this policy is the\nresult of cooperation between Pemkot Surabaya and the Religious Court\n(PA) that has been established since 2023. Additionally, the policy\nserves as a firm step by the city government to protect the rights of\nwomen and children who are victims of divorce.<\/p>\n<p>Dispendukcapil Surabaya has integrated its civil registry service\nsystem with data from the Religious Court (PA) to ensure that\nex-husbands fulfil their alimony obligations, which include child\nsupport, iddah alimony, and mut\u2019ah alimony in accordance with the\ncourt\u2019s ruling.<\/p>\n<p>Through the system integrated directly with the PA dashboard,\nofficers can monitor SIAK data automatically. The system will send\nnotifications if citizens with outstanding post-divorce obligations are\nfound.<\/p>\n<p>\u201cIt\u2019s not blocked, but the civil registry service will display a\nnotice and will not proceed. In the E-Kitir, it will show that the\napplicant has not fulfilled the obligations under Religious Court\ndecision number such and such. They must report to the PA first, and\nafter payment, the system will automatically open,\u201d said Eddy in his\nstatement quoted on Wednesday, 1 April 2026.<\/p>\n<p>According to him, this step was taken due to the many cases of\nex-husbands ignoring the rights of their ex-wives and young children\nafter divorce, leaving them without proper sustenance as per PA\nregulations.<\/p>\n<p>This innovation in protecting women and children has received high\nappreciation, even from abroad. Eddy revealed that Australia\u2019s highest\njudicial institution, equivalent to the Supreme Court, visited and\nmonitored this programme in 2024.<\/p>\n<p>\u201cThis is a pilot project. The Supreme Court of Indonesia is also\nstudying regulations so that this collaborative programme between the\nReligious Court and Dispendukcapil can be implemented nationally across\nIndonesia,\u201d he added.<\/p>\n<p>Based on the latest data, the non-compliance rate with court\ndecisions in Surabaya remains quite high. There are 4,701 child support\ncases still unresolved, while only 1,513 cases have been completed.<\/p>\n<p>A similar situation occurs with iddah alimony fulfilment, where there\nare 5,161 outstanding obligations compared to 2,085 resolved cases.<\/p>",
