        "content": "<p>Jakarta, CNBC Indonesia - The Port Business Entity (BUP) of PT\nAsinusa Putra Sekawan has filed a complaint with the Task Force for\nAccelerating Strategic Government Programmes (Satgas P2SP). The\ncomplaint concerns the company\u2019s plans to build a floating storage unit\n(FSU) and bunkering business on Nipa Island in the Malacca Strait.<\/p>\n<p>The company assesses that there are no regulations supporting\npermitting, supervision, governance, and operations for FSU and\nbunkering.<\/p>\n<p>\u201cTherefore, the support we need is the government\u2019s role in making\nFSU and bunkering activities more adaptive,\u201d said Satrio Murshandi,\nPresident Director of PT Asinusa Putra Sekawan, on Thursday\n(9\/4\/2026).<\/p>\n<p>According to him, with this government support, Indonesia is expected\nto become more competitive in FSU and bunkering services. So far,\nIndonesia has always lost out in bunkering tariffs that are less\ncompetitive, plus 11% VAT.<\/p>\n<p>\u201cOurs (Indonesia\u2019s bunkering tariff) is more expensive (than\nSingapore\u2019s), as a baseline,\u201d said Satrio.<\/p>\n<p>In reality, to date, Indonesia does not have any operating FSU\ndomestically. Meanwhile, according to Satrio, Indonesia does not yet\nhave a bunkering business around Nipa Island.<\/p>\n<p>Satrio also calculated the potential state revenue from port-related\nservices business involving FSU, bunkering, ship-to-ship, and waiting\norders at Rp108 billion. Satrio revealed that this bunkering service is\nexpected to be utilised as a fuelling facility for ships by oil\ncompanies such as BP, Shell, and others through their operators.<\/p>\n<p>\u201cWe\u2019re not being ambitious; we target 3% within five years, where the\ntransaction value will shift to Indonesia, creating VAT or corporate\ntax; from corporate tax, Rp250 billion,\u201d he said.<\/p>\n<p>Finance Minister Purbaya Yudhi Sadewa responded that he would study\nthe issue further. However, he sees that fuel supply regulations cannot\nbe carried out by foreign parties without Pertamina as the energy\ndistributor. In addition, he sees that the tax potential could fly\nabroad.<\/p>\n<p>\u201cWe\u2019ll see later,\u201d he said firmly.<\/p>\n<p>\u201cIf I do this, you\u2019re asking me to create a business for you from end\nto end.
