        "content": "<p>The Timor killings<\/p>\n<p>The savage murders of three UN refugee agency staffers in West<br>\nTimor came as more than 150 heads of state and government<br>\nassembled in New York for a UN Millennium Summit meant to<br>\nstrengthen to organization's peacekeeping capability.<\/p>\n<p>Secretary-General Kofi Annan expressed outrage to Indonesian<br>\nPresident Abdurrahman Wahid. In turn, Mr. Wahid said he was<br>\nmourning for the slaughtered UN refugee workers.<\/p>\n<p>This and other atrocities could not have happened if the<br>\nIndonesian military did not allow them to happen. Indeed, there<br>\nis suspicion among relief workers and UN personnel that the<br>\nspecial forces known as Kopassus and the Indonesian army were the<br>\nhidden organizers of what appears to be a highly orchestrated<br>\neffort to drive the UN staffers from the refugee camps.<\/p>\n<p>Since Mr. Wahid lacks true control of the Indonesian military,<br>\nhe is the wrong person to hector, and UN bureaucrats are the<br>\nwrong people to be demanding an end to the terrorism of the<br>\nmilitias. Indonesian army officers are the responsible parties,<br>\nand U.S. military officials who trained many of them are the ones<br>\nto demand a halt to the bloodletting.<\/p>\n<p>Kofi Annan can hardly impose his will on the Indonesian<br>\nofficers behind the killings.
