The loyalty of civil servants<\/p>\n
Nobody can rule a government for good. Even the Indonesian
\npresident is limited by the Constitution to two consecutive
\nterms.<\/p>\n
The democratic system has indeed been designed to accommodate
\nchanges in government administration.<\/p>\n
Government authorities may come and go but one thing remains
\nunchanged -- the bureaucratic line under which the civil servants
\nfall.<\/p>\n
It is the civil servants' responsibility to run the daily
\nactivities of a government and to dedicate themselves to public
\nservice.<\/p>\n
They have to work to serve the public, no matter who is
\npresident, minister, governor, district head or city mayor.<\/p>\n
In other words, they should be neutral and should not be
\naffiliated with any political party. They should not, in any
\nway, get themselves involved in the struggle for power.<\/p>\n
However, the case of Aceh is ironic, because it has been
\nalleged that not only government officials but also civil
\nservants are involved in the separatist Free Aceh Movement (GAM).<\/p>\n
As such, their loyalty to the Unitary State of Indonesia is in
\nquestion.<\/p>\n
Only after the discovery of GAM supporters among Acehnese
\ncivil servants did the government decide to test them to gauge
\ntheir nationalist spirit and loyalty to the country.<\/p>\n
The plan to hold a nationwide examination of civil servants is
\nscheduled to last from July 1-31, after the arrest of several
\ncivil servants and politicians in Aceh for their alleged links to

Jakarta celebrated its 476th anniversary on June 22. The
\nhistory dated back to the reign of Pangeran Jayakarta which
\nconverted a small harbor into a residential area.<\/p>\n
In its historical journey, Jakarta has experienced various
\nhappenings which color the characteristics of its residents.<\/p>\n
Since the beginning, Jakarta has been a place of great
\ndiversity, despite the oppression of the Dutch colonials. There
\nwas good harmony among groups. The history is very relevant today
\njust to remind us that the pluralism in the capital city was
\nestablished since centuries ago and that social order and harmony
\nwas achieved through good law enforcement.<\/p>\n
That is still a prerequisite for Jakarta to again become one
\nof the great metropolises of the world.<\/p>\n
The governor may change, but Jakarta residents must work hard
\nto maintain pluralism.<\/p>\n
Take a look at New York City, which is loved by all its
\nresidents. When terror hit New York on Sept. 11 all layers of
\nsociety joined hands to help each other to revive their city,
\nregardless of their race, religion or social background.<\/p>\n
We must revive the sense of togetherness in this reform era.
\nFor whatever reasons we are all residents of Jakarta. Everybody
\nmust do something for the city based on his own ability.<\/p>\n
