        "content": "<p>The loyalty of civil servants<\/p>\n<p>Nobody can rule a government for good.  Even the Indonesian <br>\npresident is limited by the Constitution to two consecutive <br>\nterms.<\/p>\n<p>The democratic system has indeed been designed to accommodate <br>\nchanges in government administration.<\/p>\n<p>Government authorities may come and go but one thing remains <br>\nunchanged -- the bureaucratic line under which the civil servants <br>\nfall.<\/p>\n<p>It is the civil servants' responsibility to run the daily <br>\nactivities of a government and to dedicate themselves to public <br>\nservice.<\/p>\n<p>They have to work to serve the public, no matter who is <br>\npresident, minister, governor, district head or city mayor.<\/p>\n<p>In other words, they should be neutral and should not be <br>\naffiliated with any political party.  They should not, in any <br>\nway, get themselves involved in the struggle for power.<\/p>\n<p>However, the case of Aceh is ironic, because it has been <br>\nalleged that not only government officials but also civil <br>\nservants are involved in the separatist Free Aceh Movement (GAM).<\/p>\n<p>As such, their loyalty to the Unitary State of Indonesia is in <br>\nquestion.<\/p>\n<p>Only after the discovery of GAM supporters among Acehnese <br>\ncivil servants did the government decide to test them to gauge <br>\ntheir nationalist spirit and loyalty to the country.<\/p>\n<p>The plan to hold a nationwide examination of civil servants is <br>\nscheduled to last from July 1-31, after the arrest of several <br>\ncivil servants and politicians in Aceh for their alleged links to <br>\nGAM. -- Media Indonesia, Jakarta<\/p>\n<p>;<br>\nANPAk..r..<br>\nOtherop-Jakarta-tolerant<br>\nJakarta must become tolerant again<br>\nJP\/6\/<\/p>\n<p>Jakarta must become tolerant again<\/p>\n<p>Jakarta celebrated its 476th anniversary on June 22. The <br>\nhistory dated back to the reign of Pangeran Jayakarta which <br>\nconverted a small harbor into a residential area.<\/p>\n<p>In its historical journey, Jakarta has experienced various <br>\nhappenings which color the characteristics of its residents.<\/p>\n<p>Since the beginning, Jakarta has been a place of great <br>\ndiversity, despite the oppression of the Dutch colonials. There <br>\nwas good harmony among groups. The history is very relevant today <br>\njust to remind us that the pluralism in the capital city was <br>\nestablished since centuries ago and that social order and harmony <br>\nwas achieved through good law enforcement.<\/p>\n<p>That is still a prerequisite for Jakarta to again become one <br>\nof the great metropolises of the world.<\/p>\n<p>The governor may change, but Jakarta residents must work hard <br>\nto maintain pluralism.<\/p>\n<p>Take a look at New York City, which is loved by all its <br>\nresidents. When terror hit New York on Sept. 11 all layers of <br>\nsociety joined hands to help each other to revive their city, <br>\nregardless of their race, religion or social background.<\/p>\n<p>We must revive the sense of togetherness in this reform era. <br>\nFor whatever reasons we are all residents of Jakarta.
