There are officers starting their duties with discipline,\ninmates preparing for daily activities, and the sounds of prayers or\nquiet conversations filling the corridors of the cells.<\/p>\n
Correctional facilities are not just places of punishment, but spaces\nfor pause, where the state tests the meaning of rehabilitation and\nconsiders whether it truly becomes a path back for someone who has\nstrayed, or simply turns into a waiting room before they return to\nsociety without any meaningful change?<\/p>\n
This issue is important to examine because the image of correctional\ninstitutions is often perceived in a singular way, as being overcrowded,\nprone to violations, and far from humanitarian values. This perception\nis not without reason.<\/p>\n
Classic problems such as overcrowding, limited facilities, and even\npractices of deviation often become the focus of attention. However,\namidst these various challenges, efforts to improve the system continue\nin several regions, including in Nusa Tenggara Barat (NTB).<\/p>\n
In NTB, a more rehabilitation-oriented approach has begun to appear\nmore systematically in recent years. The momentum of Ramadan 2024\nprovides one of the interesting portraits to be explored in more\ndepth.<\/p>\n
The Directorate General of Corrections of NTB provides video call\nservices for inmates in all correctional facilities and detention\ncenters. This service is a development of the Special Correctional\nTelecommunications Center or Wartelsuspas, which previously only\nprovided voice calls.<\/p>\n
This policy refers to Law Number 22 of 2022 concerning Corrections,\nwhich guarantees the right of inmates to communicate with their families\nand legal counsel. At the Class IIA Lombok Barat Correctional\nInstitution, inmates use this facility in turn. During Ramadan, the\nintensity of use increases, and the duration of communication is\nregulated so that all residents have a fair opportunity.<\/p>\n
At the Class IIB Dompu Correctional Institution, the Wartelsuspas\nservice is optimized every Monday to Friday in two time slots, with a\nstrict registration and supervision mechanism. All activities are\nrecorded administratively to maintain transparency and prevent the\nmisuse of illegal communication devices.<\/p>\n
At the same time, spiritual guidance is also strengthened. The Lombok\nBarat Correctional Institution facilitates congregational Tarawih\nprayers and recitation of the Quran in the prison mosque. The Mataram\nCorrectional Institution uses Ramadan as a momentum to strengthen faith,\nwith lectures, religious consultations, and assessments of behavior that\ncan be considered in the proposal for remission. Officers not only guard\nbut also participate in worship.<\/p>\n
