Apart from the fact that this<br>\nis not a substantial policy decision, the job could be done by<br>\nbureaucrats under the coordination of the caretaker ministers<br>\nresponsible.<\/p>\n<p>The delay, therefore, is an indication of the lack of<br>\ncoordination among the officials -- from ministers down --<br>\nresponsible for preparing the draft.
