        "content": "<p>Thai Cabinet passes new laws<\/p>\n<p>BANGKOK (AP): Thailand's Cabinet approved three laws crucial<br>\nto implementing articles dealing with elections, corruption and<br>\nhuman rights in its most recent constitution, a government<br>\nspokesman said on Wednesday.<\/p>\n<p>The laws will now be submitted to Parliament for passage.<br>\nDemocracy activists have been critical of Prime Minister Chuan<br>\nLeekpai's government for allegedly moving slowly in drafting and<br>\napproving the laws.<\/p>\n<p>The constitution was passed in September 1997, and the<br>\nsupplementary, or organic, laws must be passed within two years<br>\nof its promulgation. The new constitution was designed to<br>\nincrease human rights and reduce corruption.<\/p>\n<p>The three laws approved by the Cabinet create a national human<br>\nrights commission, limits ministers to owning a maximum of 5<br>\npercent of shares in companies and penalizes citizens who do not<br>\nvote.<\/p>",
