Jakarta (ANTARA) - The Patriot Expedition Team (TEP) from the Sepuluh\nNopember Institute of Technology (ITS) is developing a digital system to\nassist residents of the Ransiki transmigration area, South Manokwari,\nWest Papua, in initiating population document applications via mobile\nphones.<\/p>\n
TEP ITS Chairperson Yogantara Setya Dharmawan stated that the system\nwas developed to address the challenges of distance and accessibility\nfaced by the community in obtaining population administration\nservices.<\/p>\n
\u201cWe believe that people should not always have to travel long\ndistances just to begin the process of managing population documents.\nTherefore, we are attempting to introduce a simple system that is easily\naccessible via mobile phones, so that technology can help bring\ngovernment services closer to the people,\u201d Yogantara said in an official\nstatement received in Jakarta on Friday.<\/p>\n
The system is being developed to support the Population and Civil\nRegistry Office (Disdukcapil) of South Manokwari Regency in expanding\nthe reach of services to residents living far from government\ncentres.<\/p>\n
Through this digital system, residents will eventually be able to\nsubmit population administration requirements in advance without having\nto visit the Disdukcapil office first.<\/p>\n
This innovation is part of the TEP activities in transmigration areas\nthrough research themed \u201cDigitalisation of Non-Profit Organisational\nInstitutions in the Ransiki Transmigration Area\u201d.<\/p>\n
Yogantara noted that the digital system is not designed to replace\nservice officers, but rather to assist service delivery through a\nproactive \u2018jemput bola\u2019 (outreach) pattern.<\/p>\n
\u201cThis digitalisation is not intended to replace service officers. On\nthe contrary, the system is designed to strengthen the outreach\npattern,\u201d he said.<\/p>\n
According to him, the submission data from residents can help the\ngovernment identify community needs earlier, before officers visit\nvillages and areas far from service centres.<\/p>\n
The 2025\u20132029 Regional Medium-Term Development Plan (RPJMD) for West\nPapua Province notes that in 2024, there were 53 villages\/wards in South\nManokwari receiving mobile internet signals. Of these, 33 receive 4G\/LTE\nnetworks, 12 receive 3G\/H+\/EVDO, and eight receive 2.5G\/E\/GPRS.<\/p>\n
On 30 July 2024, the Ministry of Transmigration deployed 1,476 TEP\nparticipants, organised into 246 teams, to serve in 53 transmigration\nareas across Indonesia. These 53 locations are part of 154 priority\ntransmigration areas that were previously visited and mapped through TEP\n2025.<\/p>\n
The Minister of Transmigration, Muhammad Iftitah Sulaiman\nSuryanagara, stated that the involvement of universities through TEP is\ndirected so that science and innovation can be used to address the\nproblems of communities in transmigration areas.<\/p>\n
\u201cWe want knowledge not to stop only at the campus or in research\nreports, but to be present in answering community problems. If residents\nliving far from government centres can gain easier access to services\nthrough technology, then that is the real benefit we wish to provide,\u201d\nhe said.<\/p>\n
According to Iftitah, the transformation of transmigration is not\nmerely about physical area development, but also about improving the\nquality of life for the community through the strengthening of human\nresources, technology, and innovation.<\/p>\n
