Tender: Transparency needed<\/p>\n

Chairperson for the oversight committee of the Indonesian Bank
\nRestructuring Agency (IBRA) Mar'ie Muhammad recently said that
\nthere was yet more openness, as a result of complaints by many
\ntender participants in the mass media, about the implementation
\nof tenders made available at the second stage of a process
\nenabling portfolios of credit to be extended to corporate
\ncompanies.<\/p>\n
Regarding transparency about this information, allow me to
\nstate the following:<\/p>\n
Firstly, for the public's information, transparency is part of
\ntheir human rights so information must be obtained and accessed
\nby tender participants.<\/p>\n
Secondly, this transparency of information may actually be
\nimplemented by means of notices broadcast in the mass media,
\nwhere clear requirements will be set.<\/p>\n
Thirdly, Regulation No. IX.F.1 of the Capital Market
\nSupervisory Agency (Bapepam) dated Jan. 24, 1996 on bidding in a
\ntender may be made an important reference regarding the
\ntransparency of information in the context of a tender.<\/p>\n
Fourthly, full disclosure in conjunction with information
\ntransparency will not lure anybody to fall into the abyss of
\ncorruption, collusion and nepotism. It is well understood that
\ncorruption, collusion and nepotism have removed the principle of
\nequity in business opportunities and successfully sent our
\neconomy into a deep crisis.<\/p>\n
Fifthly, it is only proper that the IBRA should give a
\ntransparent explanation to the chairperson of the oversight
\ncommittee and also other tender participants dissatisfied with
\nthe treatment of the IBRA in the context of the above-mentioned
\ncorporate credit portfolio tender. In this way, the IBRA can, in
\nfuture, execute a tender fairly and openly so that whatever the
\noutcome of the tender, all parties concerned can accept it.<\/p>\n
