Temporary garbage dumps prepared<\/p>\n

The city administration is preparing a total of 30 hectares of
\nland in Srengseng and Cengkareng, West Jakarta, for temporary
\ngarbage dumps in anticipation of the possible closure of Bantar
\nGebang dump in Bekasi at the end of the year.<\/p>\n
The city's development assistant Irzal Jamal said the two
\ndumps could be used for about six months.<\/p>\n
\"We will use an open dumping system, the garbage will just be
\nthrown there,\" Irzal said last week.<\/p>\n
The administration is currently negotiating an offer from a
\nprivate company which has 60 hectares of land in Cileungsi,
\nBogor, he said.<\/p>\n
He added the city would only transport the city's garbage to
\nthe land while all permits from the Bogor administration and
\npossible problems with the local community would be handled by
\nthe company.<\/p>\n
City councillors, however, rejected the plan, saying that it
\nwould create new problems with the Bogor administration and local
\nresidents.<\/p>\n
\"Certain officials in the city administration are just
\nthinking about the personal profits they would enjoy from the
\nproject,\" councillor Mukhayar R.M. of the Justice Party said.<\/p>\n
Mukhayar said the former garbage dump in Srengseng had been
\ntransformed into a public park while in Cengkareng, there was
\nonly a neglected plot that was intended to be used for the
\nJakarta outer ring toll road.<\/p>\n
Another councillor, Totok Ismunandar from the Indonesian
\nDemocratic Party of Struggle, suggested that the administration
\ngo ahead with its previous plan to use the garbage dump in
\nCiangir, Tangerang.<\/p>\n
Some Tangerang councillors, however, had raised objections to
\nthe plan over fear of environmental damage.<\/p>\n
The Bekasi municipality has complained of the poor garbage
\ntreatment in Bantar Gebang, which is hazardous to the environment
\nand human health. It threatened to close the 104-hectare dump by
\nthe end of the year, instead of in 2003 as agreed earlier, unless
\nthe city administration appoints a private company to properly
\ntreat the waste, sets up an independent team to evaluate the
\nwork, and hands over 50 percent of the dump site to Bekasi.<\/p>\n
Jakarta agreed to set up an independent team for the
\nevaluation and appointed a private company, reportedly from
\nAustralia, to manage the dump, but has refused to hand over half
\nof the land.<\/p>\n
Mukhayar said the council suggested the city administration
\nspeed up its cooperation with private company PT Bio Fertilizer
\nIndonesia (BFI) to transform the city's garbage into organic
\nfertilizer.<\/p>\n
\"If we could process our garbage by ourselves, we could say
\ngoodbye to Bekasi,\" he said.<\/p>\n
City Governor Sutiyoso signed a memorandum of understanding
\nwith BFI's principal, International Biofertilizer Recovery in
\nCanada in April.<\/p>\n
BFI plans to build five plants in the city's five
\nmunicipalities to process the city's garbage which amounts to
\n25,000 cubic meters a day.<\/p>",
