He declined to say how much the<br>\ncompany will spend on the plan.<\/p>\n<p>Jakarta-based Telkomsel, 51 percent owned by PT Telekomunikasi<br>\nIndonesia (Telkom), said on Sept. 16 it plans to spend US$850<br>\nmillion next year, 21 percent more than its earlier estimate, to<br>\nexpand its network and add customers as competition increases.<\/p>\n<p>Telkomsel, which offers stored-value cards and the option of<br>\nmonthly bills, has trimmed prices and sold cheaper cards to<br>\nfirst-time users to gain more customers in a country where half<br>\nof the 220 million people live on less than $2 a day. Fewer than<br>\none in four Indonesians has phone access.<\/p>\n<p>The company is expanding outside the main island of Java,<br>\nwhere mobile usage is low, to lure new users, Kiskenda said.<\/p>\n<p>Telkomsel has 24 million subscribers, he said, 47 percent<br>\nhigher than last year. The company had a 54 percent market share<br>\nas of September.<\/p>\n<p>The nation&apos;s cell-phone users may double to 90 million in five<br>\nyears, placing the country among the four largest mobile-phone<br>\nmarkets in Asia, Hasnul Suhaimi, president of PT Indosat,<br>\nTelkomsel&apos;s smaller rival, said on Nov. 24.<\/p>",
