        "content": "<p>JAKARTA, KOMPAS.com - Several telecommunications operators have\nstressed that the term \u2018internet quota expiry\u2019 in case numbers\n33\/PUU-XXIV\/2026 and 273\/PUU-XXIII\/2025 is inaccurate.<\/p>\n<p>At the Constitutional Court (MK), the petitions numbered\n33\/PUU-XXIV\/2026 and 273\/PUU-XXIII\/2025 challenge the scheme where\nunused internet quota lapses upon the end of the active period.<\/p>\n<p>\u201cWhat is provided to customers is the right of access to network\ncapacity for a specific volume and period. Therefore, the term \u2018quota\nexpiry\u2019 is not appropriate,\u201d said Adhi Putranto, Vice President of\nSimpati Product Marketing, representing Telkomsel at the hearing for\ncase numbers 33\/PUU-XXIV\/2026 and 273\/PUU-XXIII\/2025 on Thursday\n(16\/4\/2026).<\/p>\n<p>Machdi Fauzi, representing Indosat as Vice President Head of\nEcosystem Regulatory Affairs, affirmed that internet services constitute\naccess services.<\/p>\n<p>Internet packages, according to Machdi, represent a contractual\nrelationship between the operator and the customer.<\/p>\n<p>In that scheme, the price, data quota, and validity period form an\nintegrated service that cannot be separated.<\/p>\n<p>\u201cMobile internet services are the provision of access to\ntelecommunications networks, not a transaction of buying and selling\ngoods that gives rise to permanent ownership rights,\u201d Machdi\nexplained.<\/p>\n<p>He also aligned with Indosat\u2019s position, stating that internet quota\nis not a good that can be owned by customers.<\/p>\n<p>\u201cWhat is being traded is the service, not a good,\u201d said Sukaca.<\/p>\n<p>Internet quota, Sukaca explained, is part of the billing system that\ndetermines the right to use the service for a certain period.<\/p>\n<p>Therefore, quota cannot be classified as an object under civil law\nperspectives. XL also emphasised that the company gains no additional\nprofit from customers\u2019 unused quota.<\/p>\n<p>\u201cThere is no additional revenue arising from unused quota after the\nactive period ends,\u201d Sukaca asserted firmly.<\/p>",
