Team to probe officials' wealth<\/p>\n
JAKARTA (JP): President B.J. Habibie will soon establish an
\nindependent team to probe the wealth of state officials in a bid
\nto create clean governance, Minister of Justice Muladi said on
\nTuesday.<\/p>\n
The President will also submit a number of bills to the House
\nof Representatives to lay down stronger legal bases to eradicate
\ncorruption, collusion and nepotism (KKN) practices, he said.<\/p>\n
\"The commission will be set up before the end of this year,\"
\nsaid Muladi after having an unscheduled meeting with the
\nPresident at Merdeka Palace.<\/p>\n
According to Muladi, Habibie has formally passed a bill on
\nclean governance into law. The bill obliges all government
\nofficials to declare assets when they begin and end tenures with
\nthe state.<\/p>\n
The administrative law is officially called the Law on State
\nAdministrators who are Free from KKN practices.<\/p>\n
The law, endorsed by the House of Representatives (DPR) in
\nApril, covers the supervision of all state officials, including
\nthe president, ministers, senior government officials and
\nmanagers of state-owned enterprises.<\/p>\n
It is backed up by the Criminal Code, No. 3\/1973 Law on the
\nEradication of Crimes of Corruption, and the No. 11\/1980 Law on
\nBribery.<\/p>\n
The House is still deliberating an anticorruption bill to
\namend Law No. 3\/1973.<\/p>\n
The law mandates the President, as the head of state, to head
\na Permanent Commission of Examiners to oversee state officials at
\nexecutive, legislative and judicatory positions, and assign
\nofficials to state companies.<\/p>\n
\"The commission will comprise 10 representatives from the
\ngovernment and 10 from the private sector. They are nominated by
\nDPR,\" said Muladi on Tuesday.<\/p>\n
The commission also has the power to audit state officials
\nholding office, as long as it is for clarification and not
\ninvestigation purposes.<\/p>\n
\"The decree on the establishment of the commission will be
\nsigned by the President in his capacity as the head of state,\"
\nsaid Muladi.<\/p>\n
Meanwhile, former president Soeharto, who will be the major
\ntarget of the commission, celebrated his 78th birthday on Tuesday
\nwith his children and grand children in Cisarua, West Java.<\/p>\n
Well-informed sources said the former first family arrived in
\nCisarua soon after they voted on Monday and plan to stay there
\nuntil Thursday at least.<\/p>\n
They are expected to stay at a hotel inside Taman Safari park
\nas Soeharto wanted to do camping with his family.<\/p>\n
\"They are camping in Cisarua,\" said the source on Tuesday.<\/p>\n
Family friends, including his former adjutants, were expected
