        "content": "<p>Team reassessing buildings in Kemang<\/p>\n<p>JAKARTA (JP): A team from the Bandung Institute of Technology<br>\nis conducting a study on the high number of buildings that are no<br>\nlonger fulfilling their designated function in Kemang, South<br>\nJakarta.<\/p>\n<p>Deputy Governor of Economic and Development affairs Tb.M. Rais<br>\nsaid yesterday the team was expected to come up with a neutral<br>\nrecommendation for the finalization of the city's spatial plan,<br>\nwhich is currently being revised.<\/p>\n<p>\"The team's recommendation is needed to decide whether<br>\nadjustments should be made in line with present developments or<br>\nwhether the area should be returned to its original purpose -- as<br>\na residential neighborhood,\" Rais told reporters at City Hall.<\/p>\n<p>He said that the team, led by noted urban planner Mohammad<br>\nDanisworo, was chosen because it was considered neutral.<br>\nDanisworo is the head of the city's architecture team and<br>\nchairman of the institute's Center for Urban Design Studies.<\/p>\n<p>\"The team is independent because it doesn't represent any<br>\ninterests. Its evaluation will be based entirely on the urban<br>\ndesign guidelines,\" Rais said.<\/p>\n<p>The current 1985-2005 spatial plan is being revised to become<br>\nthe 1997-2010 plan to accommodate the city's rapid developments.<\/p>\n<p>Rais said the team would particularly analyze the change of<br>\ndesignated use of many properties in the area from residential to<br>\ncommercial sites.<\/p>\n<p>\"We want to know from the team how far the change is needed,\"<br>\nhe said.<\/p>\n<p>The team will also study the impact of the current<br>\ndevelopments on the traffic situation in the area.<\/p>\n<p>\"Many establishments in Kemang don't have their own parking<br>\nlots so changes directly or otherwise, will affect the traffic.<br>\nThe team is also expected to come up with suggestions to solve<br>\nthe traffic problems,\" Rais said.<\/p>\n<p>Despite the possibility of making adjustments based on the<br>\ncurrent development in Kemang, he said the area would still be<br>\ndominated by residential sites.<\/p>\n<p>\"The administration knows the developments in Kemang have<br>\nalready happened. But, we don't want it to be overcrowded, and<br>\nallow more commercial buildings than there should be,\" Rais said.<\/p>\n<p>He said the team was expected to submit its results as soon as<br>\npossible.<\/p>\n<p>Establishments with the necessary permits would be allowed to<br>\noperate until the permits expire. \"But those which don't have<br>\npermits will be closed down by the South Jakarta Mayoralty,\" Rais<br>\nsaid.<\/p>\n<p>Controversy enveloped Kemang after Governor Surjadi Soedirdja<br>\nissued an instruction dated March 18 that all building permits in<br>\nthe area were to be checked.<\/p>\n<p>The instruction said no new permits would be issued until<br>\neverything was in order. Since then 18 establishments have been<br>\nclosed. Many were operating with housing instead of business<br>\npermits.<\/p>\n<p>According to city regulations, only 15 percent of buildings in<br>\nthe area are allowed to be nonresidential. But according to city<br>\ndata 90 percent of Kemang's buildings are no longer residential.<\/p>\n<p>Surjadi said property owners' abuse of their permits was<br>\npartially the fault of city officials who issued permits.<\/p>\n<p>M. Sinambela of House of Representatives Commission X for<br>\nnational development planning said after meeting the governor in<br>\nMay that developments such as those in Kemang should be<br>\nconsidered favorable because they had occurred naturally.<\/p>\n<p>The administration is planning to move some Kemang businesses<br>\nto Kota in West Jakarta as part of the plan to help revitalize<br>\nKota and to centralize tourism activities there.
