        "content": "<p>Team blames officers for shooting<\/p>\n<p>JAKARTA (JP): An independent fact-finding team probing the<br>\nSept. 24 incident when shots were fired into a crowd of<br>\nprotesters said on Monday security personnel were responsible for<br>\nthe fatal shooting.<\/p>\n<p>The team, consisting of activists, lawyers and university<br>\nemployees, demanded officials from the Indonesian Military, the<br>\nNational Police and the government be held accountable for the<br>\nFriday shooting, which claimed the lives of at least four people,<br>\nincluding a university student.<\/p>\n<p>\"There's a significant correlation between (the incident) and<br>\nthe TNI and police being trained by their superiors to use<br>\nviolence in dealing with protesters,\" team chairman Hermawan<br>\nSulistyo, who is also a political scientist with the National<br>\nInstitute of Sciences, said.<\/p>\n<p>\"No information or evidence, including of another car<br>\nfollowing the military trucks passing the scene of the shooting,<br>\ncould be found which would lead to the conclusion that the<br>\nshootings were committed by parties other than security<br>\npersonnel,\" he said.<\/p>\n<p>Team member M. Rifki Moena said: \"People in the (alleged) van<br>\nwould not dare fire at the people massed along Jl. Sudirman<br>\nbecause there were also security personnel at the scene.\"<\/p>\n<p>Hermawan said two convoys of between seven and eight trucks<br>\ncarrying security personnel passed along the street some 10<br>\nminutes apart, adding that the shooting which took University of<br>\nIndonesia student Yap Yun Hap's life took place as the first<br>\nconvoy passed.<\/p>\n<p>Minutes before this shooting, a number of people -- reportedly<br>\nin a Kijang minivan -- fired shots at the Australian Embassy on<br>\nJl. Rasuna Said in South Jakarta, some three kilometers away from<br>\nthe shooting on Jl. Sudirman.<\/p>\n<p>Hermawan also said his team would continue its investigation<br>\nto uncover the facts behind the deaths of Salim, Fadly and Denny<br>\nYulian, who were shot dead at different location on Jl. Sudirman<br>\non Friday evening.<\/p>\n<p>The team includes Indonesian Legal Aid Foundation chairman<br>\nBambang Widjoyanto, Committee for Missing Persons and Victims of<br>\nViolence coordinator Munir, the head of Trisakti University's<br>\nResearch Institution, Dadan Umar Daihani, and University of<br>\nIndonesia sociologist Tamrin Amal Tomagola.<\/p>\n<p>Hermawan said his team urged the government to appoint<br>\nindependent parties to probe the shooting to ensure the results<br>\nof the investigation were impartial.<\/p>\n<p>If the government fails to bring the responsible parties to<br>\ncourt, the team will seek assistance from the International Court<br>\nof Justice to settle the case, he said.<\/p>\n<p>Jakarta Police chief Maj. Gen. Noegroho Djajoesman said on<br>\nSaturday the shots were fired randomly from a Kijang van which<br>\nwas following the security personnel trucks on Jl. Sudirman.<\/p>\n<p>The two-star general also said the victim was killed by a<br>\nrubber bullet.<\/p>\n<p>However, doctors at Cipto Mangunkusumo General Hospital<br>\nreportedly said Yun Hap, who was sitting near a bus stop between<br>\nPlaza Sentral and Atma Jaya University with scores of people was<br>\nkilled by a live bullet from a .22 caliber firearm fired from a<br>\ndistance.<\/p>\n<p>Hermawan said the police's version of the shooting was<br>\nunlikely because the convoys of military trucks passing on the<br>\nstreet at the time of the shooting were going the wrong way down<br>\nthe street.<\/p>\n<p>\"No private car dared drive on the street with such traffic<br>\ncoming in the opposite direction, except vehicles belonging to<br>\nsecurity personnel,\" he said at the Jakarta Design Center in<br>\nSlipi, Central Jakarta.
