Team blames officers for shooting<\/p>\n
JAKARTA (JP): An independent fact-finding team probing the
\nSept. 24 incident when shots were fired into a crowd of
\nprotesters said on Monday security personnel were responsible for
\nthe fatal shooting.<\/p>\n
The team, consisting of activists, lawyers and university
\nemployees, demanded officials from the Indonesian Military, the
\nNational Police and the government be held accountable for the
\nFriday shooting, which claimed the lives of at least four people,
\nincluding a university student.<\/p>\n
\"There's a significant correlation between (the incident) and
\nthe TNI and police being trained by their superiors to use
\nviolence in dealing with protesters,\" team chairman Hermawan
\nSulistyo, who is also a political scientist with the National
\nInstitute of Sciences, said.<\/p>\n
\"No information or evidence, including of another car
\nfollowing the military trucks passing the scene of the shooting,
\ncould be found which would lead to the conclusion that the
\nshootings were committed by parties other than security
\npersonnel,\" he said.<\/p>\n
Team member M. Rifki Moena said: \"People in the (alleged) van
\nwould not dare fire at the people massed along Jl. Sudirman
\nbecause there were also security personnel at the scene.\"<\/p>\n
Hermawan said two convoys of between seven and eight trucks
\ncarrying security personnel passed along the street some 10
\nminutes apart, adding that the shooting which took University of
\nIndonesia student Yap Yun Hap's life took place as the first
\nconvoy passed.<\/p>\n
Minutes before this shooting, a number of people -- reportedly
\nin a Kijang minivan -- fired shots at the Australian Embassy on
\nJl. Rasuna Said in South Jakarta, some three kilometers away from
\nthe shooting on Jl. Sudirman.<\/p>\n
Hermawan also said his team would continue its investigation
\nto uncover the facts behind the deaths of Salim, Fadly and Denny
\nYulian, who were shot dead at different location on Jl. Sudirman
\non Friday evening.<\/p>\n
The team includes Indonesian Legal Aid Foundation chairman
\nBambang Widjoyanto, Committee for Missing Persons and Victims of
\nViolence coordinator Munir, the head of Trisakti University's
\nResearch Institution, Dadan Umar Daihani, and University of
\nIndonesia sociologist Tamrin Amal Tomagola.<\/p>\n
Hermawan said his team urged the government to appoint
\nindependent parties to probe the shooting to ensure the results
\nof the investigation were impartial.<\/p>\n
If the government fails to bring the responsible parties to
\ncourt, the team will seek assistance from the International Court
\nof Justice to settle the case, he said.<\/p>\n
Jakarta Police chief Maj. Gen. Noegroho Djajoesman said on
\nSaturday the shots were fired randomly from a Kijang van which
\nwas following the security personnel trucks on Jl. Sudirman.<\/p>\n
The two-star general also said the victim was killed by a
\nrubber bullet.<\/p>\n
However, doctors at Cipto Mangunkusumo General Hospital
\nreportedly said Yun Hap, who was sitting near a bus stop between
\nPlaza Sentral and Atma Jaya University with scores of people was
\nkilled by a live bullet from a .22 caliber firearm fired from a
\ndistance.<\/p>\n
Hermawan said the police's version of the shooting was
\nunlikely because the convoys of military trucks passing on the
\nstreet at the time of the shooting were going the wrong way down
\nthe street.<\/p>\n
\"No private car dared drive on the street with such traffic
\ncoming in the opposite direction, except vehicles belonging to
\nsecurity personnel,\" he said at the Jakarta Design Center in
