        "content": "<p>The head of the Task Force for Acceleration of Rehabilitation and\nReconstruction (PRR) following Sumatran disasters, Tito Karnavian, has\nstressed the importance of accelerating data collection for residents\nwho will occupy permanent housing (huntap).<\/p>\n<p>To this end, Tito has called on regional leaders to immediately\naccelerate the cataloguing of disaster victims who will occupy huntap.\nThis was conveyed by Tito whilst attending the distribution of social\nassistance to disaster-affected communities in Idi Rayeuk, East Aceh\nRegency, on Monday (16 March).<\/p>\n<p>According to Tito, clear data is a primary requirement for the\ncentral government to begin construction of permanent homes for affected\ncommunities.<\/p>\n<p>\u201cAll regional heads are saying the same thing, asking for huntap to\nbe built quickly. But the data must be clear first,\u201d Tito said.<\/p>\n<p>Regional leaders, he suggested, need to establish a dedicated team or\ntask force to gather information on residents\u2019 preferences regarding\nwhether they wish to opt for the in-situ or communal scheme for huntap\nconstruction.<\/p>\n<p>He explained that the in-situ scheme means homes are rebuilt on\nresidents\u2019 own land or property. Under this scheme, residents can choose\nto have their homes built by the government or construct them\nindependently with funding assistance of approximately 60 million\nrupiah.<\/p>\n<p>\u201cAsk residents whether they want in-situ housing built by the\nNational Disaster Management Authority (BNPB) or want to build it\nthemselves with a subsidy of 60 million rupiah. But the land must be\ntheir own property,\u201d he said.<\/p>\n<p>The communal scheme, meanwhile, means residents will be relocated to\nnewly developed housing complexes built jointly in designated areas\nprepared by the government.<\/p>\n<p>For this scheme, local governments are requested to provide land that\ncan be used as a development location, whether from local government\nland, central government land, state-owned enterprises, or through the\npurchase of community land at fair market prices.<\/p>\n<p>\u201cIf there is no government land available, the government can also\npurchase privately owned land at a fair price,\u201d he said.<\/p>\n<p>Tito emphasised that residents\u2019 preferences must be clearly\ndocumented through forms accompanied by written declarations so that the\ncentral government can determine the permanent housing development\npattern.<\/p>\n<p>\u201cThe faster the data on who wants in-situ housing and who chooses\ncommunal complexes, the easier it will be for us to coordinate huntap\ndevelopment,\u201d he said.<\/p>\n<p>He also reminded local governments to actively carry out field data\ncollection rather than merely waiting for central government\nassistance.<\/p>\n<p>\u201cIf there is no data, what is to be built? Communities are clamouring\nfor huntap to be built but the local government is not taking action,\u201d\nhe said.<\/p>\n<p>According to Tito, the development of permanent housing is an\nimportant step in the recovery of communities\u2019 lives following\ndisasters, after evacuees have previously been placed in temporary\nshelters or received housing rental assistance.<\/p>",
