        "content": "<p>JAKARTA, KOMPAS.com - The development of the People\u2019s Housing Savings\nLaw (UU Tapera) continues to progress ahead of its planned\nimplementation in 2027.<\/p>\n<p>Commissioner of the People\u2019s Housing Savings Management Agency (BP\nTapera) Heru Pudyo Nugroho stated that the programme\u2019s concept is\nchanging from being mandatory to contractual.<\/p>\n<p>BP Tapera has also conducted outreach to several workers\u2019\norganisations and received positive responses from labour unions.<\/p>\n<p>\u201cWith the new concept that is no longer mandatory but based on\ncontractual terms, labour unions already support it,\u201d he said on\nThursday (16\/04\/2026).<\/p>\n<p>Currently, the process is at the stage of strengthening the academic\ndraft and consolidating with various stakeholders.<\/p>\n<p>\u201cYes, we support it from the academic draft side, then conduct\ndissemination with all stakeholders to strengthen the academic draft\nstudy,\u201d Heru said.<\/p>\n<p>On the other hand, the legislative process is still awaiting further\nstages in parliament. Related documents have been submitted to the\nIndonesian House of Representatives (DPR RI) for further discussion.<\/p>\n<p>\u201cIt has been submitted to the Legislation Body,\u201d Heru said.<\/p>\n<p>Meanwhile, regarding the fund management scheme, Heru assured that\nTapera will still involve the banking sector, similar to practices in\nseveral other countries.<\/p>\n<p>However, he did not detail which banks will be involved. According to\nhim, the selection of partner banks will go through an assessment\nprocess with certain criteria that will be further regulated.<\/p>\n<p>Heru added that after the law is enacted, the government will\nimmediately prepare derivative regulations, starting from Government\nRegulations (PP) to other technical regulations, including those from\nthe new body to be established through the law.<\/p>\n<p>BP Tapera is formulating the concept of contractual savings for\nhousing (CSH).<\/p>\n<p>This is part of the development of Tapera\u2019s future business model\nfollowing the Constitutional Court (MK) decision, where the MK ruled\nthat workers are not required to become Tapera participants, so they do\nnot have to save every month.<\/p>",
