        "content": "<p>Talks with rebels remain suspended<\/p>\n<p>MANILA (AFP): Peace talks with communist insurgents will<br>\nremain suspended, as the government has refused demands to<br>\nrelease a captured guerrilla leader, the head of the state&apos;s<br>\nnegotiating panel said yesterday.<\/p>\n<p>The communist National Democratic Front (NDF) had demanded the<br>\nrelease of guerrilla leader Sotero Llamas, describing him as a<br>\nconsultant in the talks that opened in Brussels on June 26 but<br>\nwere abruptly scrapped.<\/p>\n<p>But government negotiator Howard Dee reiterated the<br>\ngovernment&apos;s position that Llamas, captured in a battle with<br>\ntroops on May 17, was not covered by immunity guarantees.<\/p>\n<p>Dee released a statement charging that the NDF made their<br>\ndemand in bad faith and in violation of earlier agreements that<br>\nhad paved the way for talks.<\/p>",
