        "content": "<p>Taking governor to task<\/p>\n<p>From Bisnis Indonesia<\/p>\n<p>The following ideas were conveyed by Jakarta Governor Sutiyoso <br>\nin comments he made on separate occasions:<\/p>\n<p>1. Violating city bylaws by building a villa without a <br>\nbuilding permit was just \"for fun\" (Kompas of Feb. 20, 2002). If <br>\na leader can do something for fun, will the people also be <br>\nallowed to have fun?<\/p>\n<p>2. \"It is hard to organize aid for flood victims, so it is <br>\nalso difficult to gather together rubber dinghies\". Meanwhile, <br>\nthe city administration has some Rp 500 billion in surplus. So, <br>\nwhat will the money be used for? How come the Jakarta <br>\nadministration's performance in helping flood victims was worse <br>\nthan that of NGOs and radio stations? (Metro TV, Feb. 19, 2002).<\/p>\n<p>3. Former governors are to blame for floods (Tempo, Feb. <br>\n2002). Therefore, as the floods are considered a \"legacy\" people <br>\nare required simply to accept this disaster as unavoidable and <br>\nleave the rest to fate.<\/p>\n<p>In fact, Jakarta suffered through major flooding as far back <br>\nas 1996. However, since his appointment as Jakarta governor in <br>\n1997, Sutiyoso has not earnestly endeavored to handle flood-<br>\nrelated problems in the city.<\/p>\n<p>In the case of the recent flooding, the Meteorology and <br>\nGeophysics Agency and some TV stations issued weather forecasts <br>\nto warn people of the likelihood of flooding long before the <br>\ndisaster struck. It seems the government simply turned a deaf ear <br>\nand a blind eye to the forecasts.<\/p>\n<p>4. Building permits have been issued for locations where the <br>\ncity planning does not allow for construction. The governor <br>\nshould be held responsible for this matter.<\/p>\n<p>I still remember the governor's statement on one television <br>\nstation that if people were not satisfied with the way he  <br>\nhandled the flooding, he would resign.<\/p>\n<p>YUNI BUDIASTUTI<\/p>\n<p>Jakarta<\/p>",
