        "content": "<p>Sutiyoso urged to stop raid on vendors<\/p>\n<p>Damar Harsanto, The Jakarta Post, Jakarta<\/p>\n<p>A string of aggressive raids on street vendors across the<br>\ncapital, a micro business that serves the needs of Jakarta's<br>\nmiddle and low-income groups, has drawn criticism from the City<br>\nCouncil's Commission B on the economy.<\/p>\n<p>\"We urge Governor Sutiyoso and the mayors to stop the<br>\nraids ... until the administration finds a way out or a place to<br>\nrelocate the street vendors,\" councillor Nuraini Syaifullah said<br>\non Tuesday during a general session to analyze the use of the<br>\ncity budget 2004.<\/p>\n<p>The latest clash during an eviction of street vendors took<br>\nplace earlier this month between public order officers and the<br>\nstudents of the Indonesia Christian University (UKI) in Cawang,<br>\nEast Jakarta, who backed the vendors.<\/p>\n<p>Another clash in Tanah Abang, Central Jakarta, last week, also<br>\ninjured several officers and vendors.<\/p>\n<p>\"Such raids, which are not accompanied by other alternatives<br>\nfor the affected street vendors, are simply partial and not<br>\ncomprehensive,\" Nuraini lamented.<\/p>\n<p>The call was made while members of the Jakarta chapter of the<br>\nIndonesian Street Vendors Association (APKLI) was holding a<br>\nthree-day mass rally in protest over the evictions.<\/p>\n<p>\"We would not mind if the administration wanted to manage us<br>\nseriously. Our association could guarantee that street vendors<br>\ncould contribute Rp 1.5 billion to the city's coffers every day,\"<br>\nassociation chairman Muhamad Muhdi said on Tuesday.<\/p>\n<p>The association estimates that there are more than 300,000<br>\nstreet vendors here in the capital, higher that the Jakarta<br>\nBureau of Statistic's report of 141,000 vendors, who need a<br>\nspecial, city-backed management body.<\/p>\n<p>But Jakarta Cooperatives, Small and Medium-scale Enterprises<br>\nAgency head Sukri Bey said that his agency was seeking stronger<br>\nauthority to manage street vendors, so it could impose zone-based<br>\nfees on street vendors starting September.<\/p>\n<p>The fees will range between Rp 3,000 and Rp 10,000 per day per<br>\nstall measuring a maximum of two meters by two meters. Higher<br>\nfees will be imposed on stalls more spacious than the standard<br>\nstall located at strategic locations.<\/p>\n<p>In a related development, both the administration and council<br>\nhave agreed to revise Bylaw No. 2\/2002 on markets regulating that<br>\nevery mall or shopping center must provide between 10 percent and<br>\n20 percent of their premises for small-scale vendors.<\/p>\n<p>The implementation of the bylaw has been strongly opposed by<br>\nthe managements of the malls and shopping centers, which claim<br>\nthat the ruling would scare investors away and infringed on their<br>\nright to manage their own properties. They challenged the bylaw<br>\nlast year in the administrative court, which ruled in favor of<br>\nthe businesspeople and ordered the administration to revoke it.<\/p>",
