Sutiyoso to replace transportation boss<\/p>\n

A rumor circulating among city councillors on Friday has it
\nthat City Governor Sutiyoso is planning to replace the head of
\nthe Jakarta Transportation Agency Rustam Effendy for diverting a
\nRp 54 billion fund for a Busway project to other projects.<\/p>\n
Rustam will reportedly be replaced by Jakarta Public Order
\nOffice head Firman Hutajulu, but councillors say they will reject
\nhis appointment because he has no experience in transportation.<\/p>\n
\"Yes, I've heard rumors. But we object to Hutajulu replacing
\nRustam,\" councillor Syamsidar Siregar of the National Mandate
\nParty told reporters.<\/p>\n
Syamsidar, who is a member of City Council Commission C for
\nfinancial and budgetary affairs, said that Firman had no
\nexpertise in handling transportation problems.<\/p>\n
Councillor Toto Ismunandar of the Indonesian Democratic Party
\nof Struggle (PDI Perjuangan) supported Syamsidar's view, and
\nsuggested that Sutiyoso find candidates from the agency who have
\nexperience in handling transportation in the city.<\/p>\n
\"We support the planned replacement but the new chief should
\nbe competent,\" Toto said.<\/p>\n
He said that the planned installment of Firman would cause a
\nconflict of interest since the latter reportedly owned several
\nfleets of Angkot (public minivans).<\/p>\n
Separately, Firman refused to comment on the rumor that he
\nwould be installed as head of the transportation agency.<\/p>\n
\"The governor knows which official would be appropriate for
\nthe position,\" he said without giving further details.<\/p>\n
Sutiyoso was reportedly angry with the diversion of the Rp 54
\nbusway fund to several other projects, including the purchase of
\ndigital traffic lights, tow trucks and computers.<\/p>\n
The reallocation of the fund was reportedly orchestrated by
\nRustam and certain councillors in Commission D for development
\naffairs.<\/p>\n
The administration earlier agreed to postpone the busway
\nproject citing the need for more preparation.<\/p>\n
Afraid of \"losing\" the fund, Rustam with the support of the
\ncouncillors, reallocated the fund without informing the governor
\nor his superiors, such as the Jakarta Planning Agency head Ritola
\nTasmaya and financial assistant to the city secretary Makmun
\nAmin.<\/p>\n
Two factions, PAN and the Justice Party refused to approve the
\nreallocation of the fund but they were outvoted as the majority
\nof the council's 11 factions approved it in a plenary session two
\nweeks ago.<\/p>",
