This commitment has given Malang a strategic role in the national\nurban development agenda, reinforced by its designation as one of 50\nnational priority areas in the Programme for Development Towards a\nMetropolitan City for 2025-2029.<\/p>\n
However, building a metropolitan city does not focus solely on\nphysical aspects. More than that, the Malang City Government places the\nquality of life of its people as the main basis for sustainable regional\ndevelopment.<\/p>\n
This spirit guides the leadership of Mayor Wahyu Hidayat and Deputy\nMayor Ali Muthohirin in implementing the vision Towards Malang Mbois\nBerkelas. \u2018Mbois is an acronym for Mandiri, Berbudaya, Optimis, Indah,\nand Sejahtera. Meanwhile, Berkelas reflects the commitment to realise\ndevelopment that is Berkelanjutan, Kolaboratif, Efisien, Lestari,\nAdaptif, and Sinergis,\u2019 said Wahyu.<\/p>\n
The vision is translated through the Regional Medium-Term Development\nPlan, the Regional Government Work Plan, Dasa Bakti Unggulan, five\npriority regional programmes, and various development strategies aligned\nwith the President\u2019s Asta Cita towards Golden Indonesia 2045.<\/p>\n
All these policies are built on four pillars of sustainable\ndevelopment: environmental management, improving the quality of health\nservices, strengthening access to and quality of education, and\nproviding adequate housing. The four do not operate separately, but\nreinforce one another within a single development ecosystem that places\npeople at the centre of every policy.<\/p>\n
In terms of environmental management, waste in Malang is no longer\nseen merely as a cleanliness matter, but as a sustainable development\ninvestment. The Malang City Government continues to strengthen waste\nmanagement from upstream to downstream. This effort is supported through\nthe Gerakan Indonesia Asri, Sekolah Adiwiyata, Kampung Bersinar, mass\ncommunity clean-ups, and pentahelix collaboration involving various\nstakeholders.<\/p>\n
These measures have begun to bear fruit, with Malang City\u2019s\nEnvironmental Quality Index reaching 64.61 in 2025. \u2018This reflects the\nimproving quality of environmental management towards a cleaner,\nhealthier, and more sustainable city,\u2019 said Wahyu.<\/p>\n
A well-maintained environment serves as the foundation for improving\npublic health quality. Therefore, the Malang City Government has made\nUniversal Health Coverage (UHC) one of the main priorities of health\ndevelopment, earning the UHC Awards 2026 in the Main Category.<\/p>\n
Human development is also continuously strengthened through the\neducation sector, including scholarships, free school uniforms, and\neducational assistance. These policies are accompanied by improvements\nin learning quality, strengthening of educational facilities and\ninfrastructure, and digital-based learning transformation.<\/p>\n
As a result, the Minimum Service Standards (SPM) for Education\nincreased from 87.90 in 2025 to 90.78 in 2026 with a Tuntas Utama\npredicate, placing Malang City as the region with the best national SPM\nachievement in education. Expected years of schooling have also exceeded\n16 years, while the average years of schooling is 11.36 years.<\/p>\n
The commitment to improving the quality of life is realised through\nsupport for the National Strategic Programme of 3 Million Houses. The\nMalang City Government continues to strengthen the handling of\nuninhabitable houses, improve the quality of residential areas, expand\naccess to drinking water and sanitation, and reduce slum areas through\nbasic infrastructure development.<\/p>\n
