Susilo to tackle security issues in first 100 days<\/p>\n

President Susilo Bambang Yudhoyono's administration will focus on
\nsecurity in conflict areas and the fight against separatism,
\nrampant smuggling and terrorism in the first 100 days in office.<\/p>\n
In specific, the government will devote its time and energy to
\nproviding security prior to and during Idul Fitri, Christmas and
\nNew Year holidays.<\/p>\n
\"This security maintenance program is aimed at building
\npeople's faith in the government and among themselves,\" State
\nMinister of National Development Planning\/National Development
\nPlanning Board Chairperson Sri Mulyani Indrawati said after a
\nCabinet meeting.<\/p>\n
However, she failed to provide details on the concrete
\nmeasures to reach the goals, saying the action plan of the
\nprogram would be further determined by the related ministries.<\/p>\n
Mulyani said the Cabinet meeting, which lasted three and a
\nhalf hours, discussed the outline of the program and did not
\ntouch specific or concrete measures.<\/p>\n
She said the separatist movements in Aceh and Papua, unabated
\nconflicts in Poso, Maluku and North Maluku, as well as crimes
\nthat cost the country's economic resources like fish pouching,
\nillegal logging and widespread smuggling were high on the agenda.<\/p>\n
\"Of course we do not expect to address all those issues in the
\nfirst 100 days, but we will find initial steps to cope with
\nthem,\" Mulyani said.<\/p>\n
To put an end to the decades of separatist movement in Aceh,
\nthe government had imposed a state of civil emergency over the
\npast year. The government will have to decide whether to extend
\nor lift the security status by Nov. 19.<\/p>\n
The government will set up a task force that will find
\ncomprehensive solutions for illegal activities on smuggling and
\nother transnational crimes.<\/p>\n
Initial measures and commitment to eradicate corruption and
\ncreate good governance will also top the 100-day program, by
\nestablishing a supervisory commission for the prosecutor's office
\nand carrying out bureaucratic reform.<\/p>\n
\"We are determined to eradicate the mentality among the
\nbureaucrats who tend to make things difficult and costly,\" State
\nMinister of Communications and Information Sofyan A. Djalil said.<\/p>\n
The latest data from the World Bank revealed that Indonesia
\nwas among the worst countries in providing services for the
\nbusiness community. It takes 155 days to complete a business
\npermit here, compared with 94 days in Cambodia and 198 days in
\nLaos.<\/p>\n
Regarding the supervisory commission for the prosecutor's
\noffice, Mulyani said the form and other details of the commission
\nwill be discussed soon.<\/p>\n
Land ownership, free health services and education for the
\npoor will also be a priority of the government in the 100-day
\nprogram.<\/p>\n
\"Creating job opportunities, setting up mechanism to protect
\nmigrant workers, as well as the handling of the mass exodus of
\nworkers (from Malaysia) are among our priority programs in the
\nfirst 100 days,\" Mulyani said.<\/p>\n
She said President Susilo had appointed Vice President Jusuf
\nKalla to chair the supervisory board overseeing the
\nimplementation of the programs.<\/p>\n
\"We have not discussed the form of the supervisory board. It
\njust floated in the Cabinet meeting,\" the minister said.<\/p>\n
She said it was in accordance with the regulations that the
\ngovernment would spend three months to draft a comprehensive
\nprogram for the next five years.<\/p>",
