Susilo to set up security and economic councils<\/p>\n

Soon after his inauguration on Wednesday, President Susilo
\nBambang Yudhoyono is expected to announce the establishment of
\nthe National Security Council and the National Economic Council,
\nalong with the much-anticipated Cabinet line-up.<\/p>\n
The two councils, which are modeled on the similar Cabinet
\nstructure of the United States government, will advise the
\npresident on matters related to the economy and security, the two
\nmost crucial issues of any administration.<\/p>\n
There have been no words from Susilo or his inner circle about
\nhow the two councils will take shape, leaving observers guessing
\nas to what they will be like.<\/p>\n
If the planned councils are to resemble those of the U.S., the
\nfunction of the National Security Council (NSC) will be to advise
\nand assist the president on national security and foreign policy.<\/p>\n
The U.S. NSC, established in 1947 based on the National
\nSecurity Act, also serves as the president's principal arm for
\ncoordinating the policies among various government agencies.<\/p>\n
The regular members of the council are the vice president, the
\nstate secretary, the secretary of the treasury, the defense
\nsecretary, and the assistant to the president for national
\nsecurity affairs.<\/p>\n
Chairpersons of key institutions are ex-officio members of the
\ncouncil. The chairman of the joint chief of staff is the military
\nadvisor to the council and the director of the Central
\nIntelligence Agency is the intelligence advisor.<\/p>\n
The chief of staff to the president, counsel to the president
\nand assistant to the president for economic policy are invited to
\nevery NSC meeting, as well as the attorney general. The heads of
\nother executive departments and agencies, as well as other senior
\nofficials, are invited to NSC meetings when appropriate.<\/p>\n
The most influential position in the NSC is the national
\nsecurity advisor, currently held by Condoleezza Rice, who acts as
\na principal source of input on foreign affairs.<\/p>\n
During the Clinton administration, the NSC membership was
\nexpanded to include the secretary of the treasury, the U.S.
\nrepresentative in the United Nations, and the newly created
\nassistant to the president for economic policy (who was also the
\nhead of the National Economic Council).<\/p>\n
Established in 1993, membership of the National Economic
\nCouncil (NEC) comprises numerous department and agency heads
\nwithin the administration, whose policy jurisdiction impacts on
\nthe nation's economy.<\/p>\n
The council director works in conjunction with the officials
\nto coordinate and implement the president's economic-policy
\nobjectives.<\/p>\n
The director has numerous assistants who produce reports on
\nthe following issues: agriculture, commerce, energy, financial
\nmarkets, fiscal policy, health care, labor and social security.<\/p>\n
By executive order, the NEC has four principal functions: to
\ncoordinate policy-making for domestic and international economic
\nissues, to coordinate economic policy advice to the president, to
\nensure that policy decisions and programs are consistent with the
\npresident's economic goals, and to monitor the implementation of
\nthe president's economic policy agenda.<\/p>",
