        "content": "<p>Susilo to set up security and economic councils<\/p>\n<p>The Jakarta Post, Jakarta<\/p>\n<p>Soon after his inauguration on Wednesday, President Susilo<br>\nBambang Yudhoyono is expected to announce the establishment of<br>\nthe National Security Council and the National Economic Council,<br>\nalong with the much-anticipated Cabinet line-up.<\/p>\n<p>The two councils, which are modeled on the similar Cabinet<br>\nstructure of the United States government, will advise the<br>\npresident on matters related to the economy and security, the two<br>\nmost crucial issues of any administration.<\/p>\n<p>There have been no words from Susilo or his inner circle about<br>\nhow the two councils will take shape, leaving observers guessing<br>\nas to what they will be like.<\/p>\n<p>If the planned councils are to resemble those of the U.S., the<br>\nfunction of the National Security Council (NSC) will be to advise<br>\nand assist the president on national security and foreign policy.<\/p>\n<p>The U.S. NSC, established in 1947 based on the National<br>\nSecurity Act, also serves as the president's principal arm for<br>\ncoordinating the policies among various government agencies.<\/p>\n<p>The regular members of the council are the vice president, the<br>\nstate secretary, the secretary of the treasury, the defense<br>\nsecretary, and the assistant to the president for national<br>\nsecurity affairs.<\/p>\n<p>Chairpersons of key institutions are ex-officio members of the<br>\ncouncil. The chairman of the joint chief of staff is the military<br>\nadvisor to the council and the director of the Central<br>\nIntelligence Agency is the intelligence advisor.<\/p>\n<p>The chief of staff to the president, counsel to the president<br>\nand assistant to the president for economic policy are invited to<br>\nevery NSC meeting, as well as the attorney general. The heads of<br>\nother executive departments and agencies, as well as other senior<br>\nofficials, are invited to NSC meetings when appropriate.<\/p>\n<p>The most influential position in the NSC is the national<br>\nsecurity advisor, currently held by Condoleezza Rice, who acts as<br>\na principal source of input on foreign affairs.<\/p>\n<p>During the Clinton administration, the NSC membership was<br>\nexpanded to include the secretary of the treasury, the U.S.<br>\nrepresentative in the United Nations, and the newly created<br>\nassistant to the president for economic policy (who was also the<br>\nhead of the National Economic Council).<\/p>\n<p>Established in 1993, membership of the National Economic<br>\nCouncil (NEC) comprises numerous department and agency heads<br>\nwithin the administration, whose policy jurisdiction impacts on<br>\nthe nation's economy.<\/p>\n<p>The council director works in conjunction with the officials<br>\nto coordinate and implement the president's economic-policy<br>\nobjectives.<\/p>\n<p>The director has numerous assistants who produce reports on<br>\nthe following issues: agriculture, commerce, energy, financial<br>\nmarkets, fiscal policy, health care, labor and social security.<\/p>\n<p>By executive order, the NEC has four principal functions: to<br>\ncoordinate policy-making for domestic and international economic<br>\nissues, to coordinate economic policy advice to the president, to<br>\nensure that policy decisions and programs are consistent with the<br>\npresident's economic goals, and to monitor the implementation of<br>\nthe president's economic policy agenda.<\/p>",
