Susilo must improve leadership style: Analyst<\/p>\n

With or without a Cabinet reshuffle, the administration would not
\nbe effective unless President Susilo Bambang Yudhoyono could
\nimprove his qualities as a leader, a leading political analyst
\ntold a discussion on Friday.<\/p>\n
Ikrar Nusa Bhakti of the National Institute of Sciences (LIPI)
\nsaid a Cabinet reshuffle would make little difference if the
\nPresident failed to display leadership skills.<\/p>\n
\"If Susilo's style in managing his administration remains the
\nsame, no change will appear. We have a president, but not a
\nleader\" and Susilo's much-criticized indecisiveness was to blame,
\nhe said.<\/p>\n
This inability to come to a quick decision was shown in
\nSusilo's slowness to reform the Cabinet a year after taking
\noffice, despite an earlier pledge to do so, Ikrar said.<\/p>\n
While a reshuffle was the President's prerogative, Ikrar said
\nSusilo was relying too much on political parties to maintain
\nsupport.<\/p>\n
Pressure for the President to reshuffle Cabinet, especially
\nthe economics ministers, has been growing after skyrocketing
\ninflation caused by the fuel price hikes has dampened growth and
\nled to increased unemployment.<\/p>\n
There is also concern that some ministers are abusing their
\npositions to advantage their own business groups or families.<\/p>\n
Political parties are currently engaged in lobbying the
\nPresident over increased membership in Cabinet, while the
\npresident had earlier been in favor of professional rather than
\npolitical appointees.<\/p>\n
Burhanuddin Napitupulu, a Golkar Party leader, said the
\nPresident was creating too many opportunities for discussions
\nwith political parties.<\/p>\n
\"He lets too many options in, opens too many doors for
\npolitical parties to come in and make requests,\" he said.
\nBurhanuddin said Golkar would most likely not submit any
\ncandidates to the President despite being the largest party in
\nthe House.<\/p>\n
\"Us being the largest party and having our chairman (Jusuf
\nKalla) as the Vice President is enough for us to influence the
\ngovernment's policies,\" Burhanuddin added.<\/p>\n
Ikrar said the formation of a coalition Cabinet with a
\npolitical contract seemed to be inevitable, but warned it was not
\nsomething that the public wanted to witness.<\/p>\n
\"The public doesn't want to see if the parties support the
\nPresident, but whether the promises (Cabinet) once bragged about
\nwill come true. These requests for ministerial posts will only
\nadd to the public's distrust of parties,\" he said.<\/p>\n
Zulkiflimansyah, a deputy of the Prosperous Justice Party
\n(PKS), agreed that a coalition Cabinet was unavoidable.<\/p>\n
However, he believed that accommodating political parties was
\nthe only way a stable and viable Cabinet could be formed<\/p>",
