Susilo installs members of Judicial Commission<\/p>\n

President Susilo Bambang Yudhoyono inaugurated on Tuesday
\nseven members of the newly formed National Judicial Commission,
\nwith the main task of supervising the judges in the country and
\nhelping put an end to corruption in the judiciary.<\/p>\n
The commission members include Zainal Arifin, Thahir Saimima,
\nIrawady Joeneous, Chatamarrasjid, M. Busyro Muqoddas, Mustofa
\nAbdullah and Soekotjo Soeparto.<\/p>\n
The establishment of the commission is mandated by law as part
\nof an effort to ensure impartiality and professionalism. The
\ncommission should have been set up a year ago, but its
\nestablishment was delayed for unexplained reasons.<\/p>\n
Commission member Busyro said that for the next ten months,
\nthe commission would gather information and reports from the
\npublic over court verdicts that have been deemed controversial
\nand might contain irregularities.<\/p>\n
\"We will soon open up a mailbox to gather reports and
\ncomplaints from the public over the performance of judges. The
\ncommission will later follow up on those reports,\" said Busyro
\nafter the inauguration ceremony at the Presidential Palace.<\/p>\n
Busyro said the commission would have the authority to inspect
\nthe judges for alleged irregularities on their verdicts, and
\nrecommend punishment that should be followed up by the Supreme
\nCourt or the Constitutional Court.<\/p>\n
The punishment may range from a warning letter to a dismissal.<\/p>\n
The commission will also jointly arrange a code of conduct and
\nethics for judges with the Supreme Court and the Constitutional
\nCourt, in order to form a clear line to define violations or
\nirregularities.<\/p>\n
\"We will form some kind of an agreement with the Supreme Court
\nand the Constitutional Court in following up our recommendations.
\nThis is to ensure that our supervision is effective. Based on the
\nlaw, our recommendation is binding,\" said Busyro.<\/p>\n
Aside from giving recommendations, the commission will also
\nset up a database for the country's 6,000 judges in order to
\nassess performance.<\/p>\n
The result of the performance assessment will be used as a
\nbasis for the Supreme Court and the Constitutional Court to
\npromote a judge.<\/p>\n
The country's judicial system is known to be one of the most
\ncorrupt in the world, with bribes often playing a great role for
\njudges in issuing a ruling. Corruption has become more systematic
\nas it involves lawyers and professional brokers.<\/p>\n
The commission, however, will have no authority to intervene
\nor annul a court's verdict.<\/p>\n
\"We can punish the judge, but we cannot change the verdicts.
\nIf the judges go to jail, their rulings will remain. It will be
\nthe authority of the Supreme Court and the Constitutional Court
\nto revoke the controversial rulings,\" said Busyro.<\/p>",
