        "content": "<p>Surtax on house buys<\/p>\n<p>KUALA LUMPUR (DPA): Malaysian property developers Saturday<br>\ncriticized government proposals to squeeze foreign speculators<br>\nout of the Malaysian property market.<\/p>\n<p>The developers complained that the changes would send<br>\nconstruction company stocks plummeting along with the price of<br>\nup-market homes.<\/p>\n<p>In budget proposals presented to parliament Friday, Finance<br>\nMinister Anwar Ibrahim recommended a 100,000 ringgit (US$40,000)<br>\nlevy on house purchases by foreigners next year.<\/p>\n<p>He also announced an immediate 30 per cent capital gains tax<br>\non the property sales by foreigners.  The moves follow a ruling<br>\nthat foreigners can only buy houses valued at more than 250,000<br>\nringgit.<\/p>\n<p>The moves are aimed at dampening speculation by foreigners.<br>\nThe most active speculators in the Malaysian housing market come<br>\nfrom Singapore.<\/p>",
