        "content": "<p>West Java\u2019s Human Development Index (HDI) in 2025 has increased to\n75.9 points, up from 74.92 points the previous year. This achievement\nalso surpasses the set target of 74.39 points.<\/p>\n<p>The Head of the Regional Development Planning Agency (Bappeda) of\nWest Java, Dedi Mulyadi, stated that the 2025 HDI improvement is\nsupported by enhancements across all its composing dimensions: health,\neducation, and decent living standards.<\/p>\n<p>In the health sector, the West Java Provincial Government has\nsuccessfully reduced the infant mortality rate to 6.67 per 1,000 live\nbirths. Additionally, life expectancy has risen to 75.53 years,\nindicating improvements in the quality of health services and overall\nsocietal welfare.<\/p>\n<p>In the education dimension, expected years of schooling has increased\nto 13.02 years. The average years of schooling also shows a positive\ntrend, reaching 9.46 years in 2025, exceeding the target of 9.35 years\nand rising by 0.22 years compared to the 2024 achievement of 9.24\nyears.<\/p>\n<p>To strengthen these achievements, the West Java Provincial Government\nhas implemented various strategic interventions at the secondary\neducation and special education levels. Through the Regional Education\nOperational Assistance (BOPD), financial support has been provided to\n578,196 SMA students, 367,040 SMK students, and 9,376 SLB students.<\/p>\n<p>Additionally, the Universal Secondary Education Assistance (BPMU),\nwhich is under the authority of the West Java Provincial Education\nOffice, has been distributed to 261,488 SMA students, 667,298 SMK\nstudents, and 19,975 SLB students as an affirmative instrument to ensure\ncontinuity of access to education and reduce the risk of school\ndropouts.<\/p>\n<p>Further interventions have been carried out through the Personal\nPancawaluya Scholarship, reaching 3,503 SMA students, 5,662 SMK\nstudents, and 235 SLB students to support learners from low-income\nfamilies.<\/p>\n<p>Support for educational units has also been strengthened through the\nEducational Unit Operational Assistance (BOSP), covering 1,715 SMAs,\n2,884 SMKs, and 391 SLBs in West Java.<\/p>\n<p>On the infrastructure side, the local government has realised the\nconstruction of 11 New School Units (USB) as well as the building of 722\nnew classrooms and student practice rooms to increase capacity and the\nquality of learning.<\/p>\n<p>Furthermore, furniture has been provided for 397 schools,\nrehabilitation of 224 classrooms to ensure the feasibility of learning\nfacilities, and the construction of 290 toilet units to support\nsanitation standards and school environmental health.<\/p>\n<p>Overall, the strengthening of interventions in the health and\neducation sectors has directly contributed to improving the quality of\nhuman resources in West Java.<\/p>\n<p>The synergy of education financing policies, expansion of service\naccess, and school infrastructure development has become a key factor in\ndriving increases in average and expected years of schooling as the main\ncomponents forming the 2025 HDI.<\/p>\n<p>The West Java Provincial Government will continue to strive to\nimprove the HDI by enhancing the equitable distribution of educational\nfacilities and infrastructure through the addition of new school units,\nclassroom improvements, and character education.<\/p>\n<p>Digitalisation of learning will also be implemented to reduce the\nquality gap in education between cities and regencies through\nstandardised digital learning platforms.<\/p>\n<p>In the health sector, improvements in facilities and human resources\nin health will be the focus of the West Java Provincial Government in\nthe coming period.<\/p>\n<p>Additionally, enhancements in primary services and the application of\nclean and healthy living behaviours (PHBS) as preventive measures to\nimprove community health status.<\/p>\n<p>\u201cWe are also continuing to strive to increase per capita expenditure\nthrough boosting community consumption by efforts to increase income,\u201d\nsaid Dedi, in a written statement on Monday (30\/3\/2026).<\/p>",
