Surjadi blames poor for development chaos<\/p>\n
JAKARTA (JP): Governor Surjadi Soedirdja has blamed poor
\npeople, particularly the huge number of migrants who flock to the
\ncity, for causing the current disorder in the capital's
\ndevelopment.<\/p>\n
Their presence made it difficult for the administration to
\nrectify mistakes made in the city's spatial plan, the outgoing
\ngovernor said yesterday.<\/p>\n
"These people live on riverbanks and occupy state-owned land
\nall over the city. They create problems for us while we're
\nstruggling to put the disrupted development back in order,"
\nSurjadi told a seminar on geology.<\/p>\n
Working-class people only considered their individual
\nfinancial circumstances, instead of referring to the city's
\nspatial plan, when deciding where to live, he said.<\/p>\n
"And because of this, Jakarta has now become a mess."<\/p>\n
However, Surjadi said, there was no reason for the
\nadministration to stop the plan even though there had been
\nmistakes and problems in its implementation.<\/p>\n
"It's difficult to put the development back in order. It's a
\ndilemma for us but the administration will always do everything
\nit can to improve the disorder in the city's development," he
\nsaid.<\/p>\n
Urban planners recently blamed the capital's haphazard
\ndevelopment on the inconsistency of the administration's
\nimplementation of the spatial plan.<\/p>\n
The inconsistency was caused because most of the development
\nwas being coordinated by people with strong financial clout.<\/p>\n
In his speech, Surjadi also urged geologists to help the
\nmunicipality collate data to improve the city's future
\ndevelopment.<\/p>\n
He said the city's plan was not backed up with complete
\ngeological data, which was essential for underground
\nconstruction.<\/p>\n
"But, we can't wait until all the data has been accumulated.
\nWe need accurate data on the geological situation to provide a
\nstrong basis for our spatial plan," Surjadi said.<\/p>\n
The city's development -- both vertical and horizontal --
\nshould be based on the spatial plan, he said.<\/p>\n
"Unfortunately many projects have been built without
\nconsidering the designated use of the land," Surjadi said.<\/p>\n
It was partly understandable, due to the limited availability
\nof geological data, he said.<\/p>\n
"But to implement future development city we urgently need an
\nunderground master plan, which has to be supported with accurate
