        "content": "<p>JAKARTA \u2014 A wave of sting operations against regional leaders is once\nagain highlighting governance problems in Indonesian local\nadministrations.<\/p>\n<p>In recent months, several regional heads have become ensnared in\ncorruption cases handled by the Corruption Eradication Commission\n(KPK).<\/p>\n<p>Yassar Aulia, a researcher at Indonesia Corruption Watch (ICW),\nbelieves the surge of regional leaders caught in sting operations\ndemonstrates the weakness of internal oversight systems within local\ngovernment.<\/p>\n<p>\u201cFirst, the prevalence of sting operations conducted by the KPK\nagainst regional heads shows, first and foremost, the ineffectiveness of\ninternal oversight implementation by local government itself,\u201d Yassar\ntold Kompas.com on Thursday (12 March 2026).<\/p>\n<p>This condition makes independent oversight of regional leaders\ndifficult to implement.<\/p>\n<p>\u201cWhen we talk about internal supervisory apparatus within government,\nit is structurally positioned under the regional head, or at the very\nleast within the local government hierarchy,\u201d he explained.<\/p>\n<p>With such a structure, supervisory officials are considered\nill-equipped to monitor potential abuse of power by regional\nleaders.<\/p>\n<p>\u201cSo it is difficult for them, or even extremely difficult, to truly\noversee potential abuses committed by the top leadership of local\ngovernment, namely the regional head,\u201d he stated.<\/p>\n<p>For this reason, Yassar believes there is a fundamental problem in\nthe local government\u2019s internal oversight system that remains\ninsufficiently independent from regional heads.<\/p>\n<p>\u201cSo there is a system problem with internal oversight that remains\ninsufficiently independent from the regional head,\u201d Yassar said.<\/p>\n<p>Beyond oversight issues, Yassar contends that the prevalence of\nregional head corruption demonstrates that regional heads possess\nexcessive authority.<\/p>\n<p>\u201cAnd secondly, this also indicates the presence of overly broad\nauthority held by regional heads,\u201d he noted.<\/p>\n<p>\u201cIn what areas? First, their discretion in procurement matters and in\nfilling positions. Practically, these two areas have become the backdrop\nor main modus operandi of recent regional head corruption suspects in\nsting operations,\u201d Yassar explained.<\/p>\n<p>According to him, such authority must be curtailed through stronger\noversight and balancing mechanisms.<\/p>\n<p>\u201cSo their powers need to be trimmed through various balancing\nmechanisms or oversight mechanisms that prevent them from being so\npowerful in procurement processes and appointment procedures, making it\nless easy for these processes to be manipulated,\u201d Yassar concluded.<\/p>",
