Col. Lalu Sadely said the city<br>\nadministration was unclear in its objectives.<\/p>\n<p>Lalu said the city, with 3.2 million people, was now the<br>\ncenter of unemployment. \"Crime and violence have become<br>\ncommonplace.\"<\/p>\n<p>\"Public services have deteriorated,\" Lalu said, citing the<br>\npoor supply of water. \"Traffic is chaotic with poor management of<br>\nparking and roadside vendors.
