        "content": "<p>The Surabaya City Government is accelerating the strengthening of\nmutual cooperation values through the Kampung Pancasila programme. This\ninitiative involves youth and 12,000 Civil Servants (ASN) to support\n1,361 Rukun Warga (RW) neighbourhood units. This step is aimed at\nreviving social solidarity at the village level, which has long been the\nfoundation of the City of Heroes. In the programme, thousands of ASN and\nyouth involved become part of the city\u2019s strategy to ensure the concrete\nimplementation of Pancasila values at the grassroots level. This\ncommitment was affirmed by Surabaya Mayor Eri Cahyadi during the launch\nof Kampung Pancasila 2026 in RW 2 Krembangan Bhakti, Kemayoran Ward,\nKrembangan District, on Thursday (16\/4\/2026). The event was attended by\ninterfaith leaders, community organisations, youth groups and students,\nas well as representatives from 1,361 RW virtually. \u201cSurabaya has had\nhigh tolerance since the 1960s. This is what we must hold on to and\ncontinue. Kampung Pancasila must not stop, and Surabaya must stand firm\nwith mutual cooperation,\u201d said Mayor Eri in a written statement received\nby Kompas.com on Monday (20\/4\/2026). Because building Surabaya cannot\nrely solely on the government without active community support,\nespecially from the younger generation. \u201cIf you say Surabaya must\nprosper without youth movement, that\u2019s impossible. According to him, this good practice remains highly\nrelevant if applied in the current era. \u201cWhy was the country prosperous\nduring Sayyidina Utsman\u2019s time? Because the capable people and those\nobligated to pay zakat and infaq were combined. The collected funds were\ngiven to the needy in the village,\u201d he explained. Through Kampung\nPancasila, the Surabaya City Government encourages strengthening in\nvarious fields, including environment, social culture, community, and\neconomy. In the environmental sector, Mayor Eri urged residents to start\nsorting waste at home because it has economic value that can be used for\nsocial activities. \u201cImagine if plastic bottles are separated in each RW,\nthen the bottles are sold. The collected items can generate money that\ngoes into the RW treasury and is used for social movements. That\u2019s\nextraordinary,\u201d said Mayor Eri. Furthermore, in the social and cultural\nsector, Kampung Pancasila is also directed at strengthening solidarity\namong residents, especially in helping underprivileged communities\nthrough mutual cooperation mechanisms. He underlined the importance of\ntargeted aid distribution by prioritising the needs of residents in the\nlocal RW. \u201cSometimes we don\u2019t want to give sedekah to the RW, but\nthrough other institutions. In the end, other institutions don\u2019t\ndistribute the infaq we provide to our RW, but to other places.\nMeanwhile, in the RW environment, there are still those who can\u2019t go to\nschool, there are still those who are poor,\u201d he explained. He emphasised\nthat every problem should be solvable at the RW level with government\nsupport. However, this requires active reporting from the community,\nfrom Kader Surabaya Hebat (KSH), PKK, to RT\/RW officials. \u201cIf there are\nproblems with public facilities or children who can\u2019t go to school, it\nshould be resolved at the RW level with the city government\u2019s\ninvolvement. But can the city government do it alone? Of course not, if\nthere are no reports, no movement from the RW. Therefore, I hope every\nRW will be supported by ASN,\u201d said Mayor Eri. In addition, Mayor Eri\nalso invited all elements of society to actively participate in\nsupporting Kampung Pancasila, including students, youth organisations,\nand religious groups. According to him, Surabaya\u2019s success in resolving\nvarious problems is not done by the government alone, but through\ncommunity mutual cooperation. \u201cInsyaallah, we will move together and\njoin hands to make Surabaya prosperous. Not because of the mayor, but\nbecause of the RT\/RW, PKK, KSH, and community leaders in Surabaya,\u201d he\nsaid. The Head of the Kampung Pancasila Task Force of Surabaya City,\nIrvan Widyanto, added that the programme is directed at strengthening\ncommunity empowerment at the RW level by emphasising mutual cooperation\nvalues. \u201cThe Kampung Pancasila programme is expected to empower all\nelements of society at the RW level to collaborate together,\u201d said\nIrvan. Irvan also explained that the Kampung Pancasila concept stems\nfrom Surabaya\u2019s experience in facing the Covid-19 pandemic. At that\ntime, mutual cooperation values grew spontaneously in the community\nwithout waiting for government intervention. \u201cIt happened in all\nvillages without orders. So, the spontaneity of mutual cooperation (by\nresidents) was done to overcome problems in the village itself,\u201d he\nsaid. This experience was then formulated by Mayor Eri Cahyadi into the\nKampung Pancasila philosophy by strengthening social solidarity at the\nRW level to help residents in need. Therefore, the programme targets\nvarious issues, from preventing poverty and malnutrition, access to\neducation for children, to economic empowerment of residents. As a form\nof strengthening Kampung Pancasila, the Surabaya City Government is\ndeploying around 12,000 ASN as supporters. ASN and local youth will\nsupport 1,361 RW so that the programme runs effectively and directly\nreaches residents\u2019 needs. \u201cApproximately 12,000 ASN in the Surabaya City\nGovernment are assigned directly to become supporting ASN. They will\nsupport 1,361 RW to mutual cooperate with the community,\u201d said Irvan. In\nits implementation, Kampung Pancasila is divided into four main pillars,\nnamely environment, community, economy, and social culture. Irvan also\nemphasised that the key to the programme\u2019s success lies in the\ninvolvement of all elements.<\/p>",
