Support looms for human rights decree<\/p>\n
JAKARTA (JP): Deputy chairman of the National Commission on
\nHuman Rights Marzuki Darusman suggested yesterday that the
\nPeople's Consultative Assembly (MPR) establish a decree on human
\nrights promotion in response to global demands.<\/p>\n
Marzuki said the decree would give the international community
\nstrong evidence Indonesia affiliates itself with the
\ninternational rules of the game, which includes the adherence to
\ncertain economic norms and an open market.<\/p>\n
\"The issue of human rights deals not only with political
\nfreedom, but economic activities as well,\" Marzuki said after a
\ndiscussion held by the association of journalists posted at the
\nHouse of Representatives.<\/p>\n
\"They (human rights) recognize the right to business, the
\nright to contract, the right to own, in addition to the right to
\nform a trade union and the right to speak one's mind,\" he said.<\/p>\n
Marzuki said the world market always took human rights issues
\ninto account, because the issues correlated with the quality of
\nthe economic system in a certain country.<\/p>\n
\"The better the government manages and guarantees human rights
\nprotection, the more stable economic processes and investment in
\na country will be,\" Marzuki said.<\/p>\n
The discussion featured Marzuki and House legislator Abu Hasan
\nSadzili of Golkar. They reviewed a book titled Major Instruments
\nof Human Rights edited by Adnan Buyung Nasution.<\/p>\n
However, Marzuki said that in terms of the current political
\nsituation, it was not important whether human rights promotion
\nwas established through a special, powerful MPR decree or defined
\nas a development objective in the state policy guidelines.<\/p>\n
\"Let's think of the outcome, instead. Whatever the form of the
\ncampaign for human rights promotion, it should guarantee
\nenforcement of human rights principles,\" Marzuki said.<\/p>\n
He said if the MPR eventually adopts a charter for the
\npromotion of human rights as one of the state policies, it does
\nnot mean that the human rights promotion campaign would be weaker
\nthan if the body established a special Indonesian bill of rights
\nby decree.<\/p>\n
The National Security and Defense Council submitted a draft
\nhuman rights charter to all of the five factions in the Assembly
\nearly this month. The council suggested that the Assembly
\nestablish the charter as a decree.<\/p>\n
The dominant faction Golkar and the Armed Forces rejected the
\nproposal last week, while the United Development Party and the
\nIndonesian Democratic Party threw their weight behind the notion.
\nThe regional representatives faction has yet to reveal their
\nstance.<\/p>\n
Golkar legislator Sadzili said he would not care about the
\nAssembly's decision on human rights promotion as long as it
\nenabled the government to issue strict laws that guarantee human
\nrights.<\/p>\n
\"Human rights promotion should not rest on legal products.
\nWhat's more important is how the principles apply in society,\"
