The Chairman of the Sumatra Post-Disaster Rehabilitation and\nReconstruction Acceleration Task Force (Satgas PRR), Muhammad Tito\nKarnavian, has requested that ministries and agencies (K\/L) immediately\nexecute the available Additional Budget (ABT). All programmes are\ntargeted for completion before December 2lag 2026 to ensure that the\nbenefits are promptly felt by communities in Aceh, North Sumatra, and\nWest Sumatra.<\/p>\n
Acceleration is directed towards programmes concerning public safety\nand basic needs, ranging from river normalisation in flood-prone areas\nto the restoration of electricity, communications, fuel and gas\ndistribution, roads, bridges, and the construction of permanent\nhousing.<\/p>\n
\u201cFor ministries and agencies whose budgets have already been\nreleased, please execute and complete them before December as time is\nbecoming increasingly short,\u201d said Tito in a written statement on\nWednesday (2\/9\/2026).<\/p>\n
He emphasised this during the Sumatra Post-Disaster Rehabilitation\nand Reconstruction Progress Meeting at the Satgas PRR Post, Ministry of\nHome Affairs, Jakarta. Based on monitoring and evaluation results by the\nSatgas PRR as of 1 September 2026, 20 out of 30 ministries and agencies\nhave received or obtained their ABT ceilings.<\/p>\n
These agencies include the Ministry of Public Works, the Ministry of\nTransportation, the Ministry of Social Affairs, the Ministry of Health,\nthe Ministry of Housing and Residential Areas, the Ministry of Primary\nand Secondary Education, the Ministry of Agriculture, the Ministry of\nMarine Affairs and Fisheries, and the National Disaster Management\nAgency (BNPB).<\/p>\n
The availability of these funds must be immediately translated into\nfield operations. Each agency is required to ensure that administrative\nstages, procurement, physical implementation, and payments proceed\naccording to schedule so that recovery progress increases significantly\nduring the final four months of 2026.<\/p>\n
For agencies that have not yet received ABT approval, Tito requested\nthat programme officers, alongside officials from the National Post of\nthe Satgas PRR, coordinate directly with the Directorate General of\nBudget at the Ministry of Finance. Such coordination is necessary to\nidentify and resolve document deficiencies or administrative\nhurdles.<\/p>\n
\u201cFor those not yet approved, the PIC, together with officials from\nthe Satgas PRR Post, should come and coordinate with the Directorate\nGeneral of Budget at the Ministry of Finance. That is the key,\u201d said\nTito. \u201cRemember, there are only four months left.\u201d<\/p>\n
In addition to accelerating the available budget, Tito requested all\nagencies to remap affected areas that have not yet been reached by\nrecovery programmes. Mapping must be conducted down to the local level\nto ensure no regions or community groups are overlooked.<\/p>\n
\u201cIdentify where electricity and communications were affected by the\ndisaster but have not yet recovered. Then fuel and gas, national,\nprovincial, and district\/city road access, as well as bridges,\u201d said\nTito. \u201cAnother thing that the community is eagerly awaiting is the\nconstruction of permanent housing.\u201d<\/p>\n
The normalisation of rivers that have the potential to overflow was\nalso requested as a priority. Such measures are necessary as an\nanticipatory step to protect settlements, productive land, and public\ninfrastructure ahead of periods of high rainfall.<\/p>\n
Tito also encouraged local governments to accelerate the utilisation\nof all available funding sources, including additional Transfers to\nRegions (TKD), inter-regional financial assistance, and General\nAllocation Funds (DAU).
